‘It’s tantamount to surrender’

Islamabad, Nov 30: The Chairman of United Jihad Council (UJC) and the supremecommander of militant outfit Hizbul Mujahideen Syed Salahuddin on Saturday said that holding bilateral negotiations with New Delhi is tantamount to an “inglorious surrender.”
In an exclusive interview to Greater Kashmir Salahuddin, without naming any party, said: “Till date nothing has come out of holding bilateral talks with New Delhi displaying unnecessary urgency in holding talks with New Delhi at this crucial stage is tantamount to an inglorious surrender.”
The UJC Chief said that holding “bilateral talks after sacrificing half a million people make no sense. By doing so we will ignore all parameters, international dimensions and historic realities of Kashmir dispute”, he said. “When we will bypass UN resolutions, ignore tripartite talks then what is there to talk about.”
He said the chequered history of the subcontinent stands witness to the bitter reality that Indian “intransigence, dilly-dallying tactics and its military hegemony” have been major hurdles in the peaceful resolution of the Kashmir issue.
Regarding the forthcoming general elections Salahuddin said: “It is my humble submission to Kashmiri people who have so far given invaluable sacrifices for the holy cause that they should absolutely abstain from taking part in the elections.”
Putting forth his logic behind the UJC’s call for poll boycott he said that it was unfortunate that India has been exploiting elections in its favour very unrealistically at international foras. He said that when last year former president of Pakistan Asif Ali Zardari raised the Kashmir issue on the floor of UNgeneral assembly the then foreign minister of India S M Krishna rebuffed his statement saying that Kashmir issue has been settled already and Kashmiris have endorsed their allegiance to Indian union by participating in elections.
Salahuddin pointed out the Indian Prime Minister Dr Manmohan Singh in contrast to historic realities told the UN general assembly that Kashmiris have time and again endorsed their accession to India by taking part in general elections.
With regard to the final disposition of the status of Jammu and Kashmir he said that Indian leaders’ assertions were a violation of all the unanimously passed UN resolutions. “It is crystal clear that the top leadership of India was very unrealistically and dishonestly exploiting these elections in their favour when the reality and the ground situation is that elections are no substitute to plebiscite and Kashmiris’ right to self-determination, which has been promised to the people of Kashmir by international community as well as the leadership of India and Pakistan so many times.
“Even the prime minister of India late Jawaharlal Nehru and others acknowledged that Kashmiris would be given their inalienable right to determine their political fate”, he said adding that despite the passage of 65 years this promised right was not granted to the people of Kashmir for which they are fighting for last several decades.
He said that Kashmiris have not conceded their legitimate demand despite going through trials and tribulations.
Urging the pro-freedom leadership to discharge their obligations he said, “It is our humble request to pro-freedom leadership that at this very point of time they should join hands and approach the masses to get them educated about how the peoples’ participation in these elections adversely affect the Kashmir cause at international level”.
Lambasting the international community’s apathy towards Kashmir cause, Salahuddin said, “The people of Kashmir have bitterly felt the criminal silence of United Nations organization, the Security Council and big demagogues and the world powers for not playing their role regarding the final settlement of Kashmir”.
He opined that by maintaining criminal silence the world community provided India a chance to crush Kashmiris’ legitimate and genuine struggle. “This cold-indifference and double standard towards the core issue of Kashmir by international community has shaken the conscience and confidence of the people of Kashmir”, he maintained.
Commenting on GOI’s plan to build a concrete wall along the LoC he said that on one hand India invites Kashmiri leadership for dialogue while on the other hand it has a “sinister design” to erect a huge wall along the ceasefire line, which as a matter of the fact should serve as an eye-opener for Kashmiris as well as the leadership of Pakistan.
Terming it as a “Berlin Wall” the UJC chief said that building a wall along the LoC was not only a gross violation of international laws but it was part of a greater conspiracy to bifurcate the state’s entity, which, he said, won’t be allowed at any cost.
Flaying Pakistan’s silence over the issue he said, “The Pakistan’s negligence over this grave issue is a matter of great concern for freedom loving people and will tell upon the most sensitive and sentimental attachment of the people of Kashmir.”
He said that it was incumbent on Pakistani authorities to take effective cognizance of this untoward development and do not allow any such thing to happen.
The UJC chairman urged the international human rights bodies to take effective cognizance of what he called the deteriorating human rights situation in Kashmir where he said that thousands of freedom loving activists were languishing in jails in and outside the Valley. He said that the “inhuman treatment” meted out to the detainees was a matter of great concern. “Kashmiri detainees are deprived of basic amenities like proper food and medication and even they are not allowed to meet their relatives and to the contrary they are humiliated by authorities”, he said adding imposition of infamous laws like PSA and detaining them under these black laws has now become a common phenomena.
Commenting on the US court verdict regarding release of veteran Kashmiri scholar Dr. Ghulam Nabi Fai the UJC chairman said that the early release of Dr Fai was most welcome. “Dr. Fai is a true representative on diplomatic front in the west especially in the America”, Salahuddin said adding that as Executive Director of Kashmiri Council he made an unprecedented contribution to the Kashmir cause struggle by highlighting the sufferings of Kashmir people and projecting Kashmir cause in its real historical perspective”.
He exuded hope that the KAC chief would go ahead with same missionary spirit and work. He said that Dr Fai fell victim to a greater conspiracy. “He had not violated any law; the American state agencies knew fully well what KAC chief had been doing there for so many years”. He said, “Now that Dr Fai is released, we hope that the US authorities will allow him to make his substantial contribution to Kashmir struggle and will create no problem for him in future”.

اسلام آباد: متحدہ جہاد کونسل کے چیرمین سید صلاح الدین نے کہا ہے کہ دوطرفہ مذاکرات کی مسلسل ناکامی کے پس منظر میں نئی دہلی کے ساتھ موجودہ صورتحال میں کسی بھی مذاکراتی عمل میں شریک ہونا بھولپن اورمعاملہ فہمی سے عاری اقدام کا مظہر ہے۔
کشمیر عظمیٰ سے گفتگو کرتے ہوئے سید صلاح الدین نے کہا \"یہ جانتے ہوئے کہ مذاکرات کا محاصل صفر ہے نئی دہلی کے ساتھ مذاکرات میں غیر ضروری عجلت کا مظاہرہ کرنا شکست قبول کرنے(inglorious surrender) کے مترادف ہے\"۔انہوں نے کہا کہ یہ کسی سرنڈر سے کم نہیں کہ 5لاکھ انسانی جانوں کی قربانی دیکر اور مسئلہ کشمیر کے تمام تر پہلو ؤں کو نظر انداز کرکے ہم دوطرفہ مذاکرات کی بات کریں۔انکا کہناتھا کہ\"جب ہم اقوام متحدہ کی قراردادوں اور سہ فریقی مذاکرات کو ہی نظر انداز کریں گے تو پھر ہمارے پاس بات کرنے کے لئے کیا رہ جاتا ہے\"۔انہوں نے کہا کہ برصغیر کی تاریخ اس بات کی شاہد ہے کہ بھارت کی روائتی ہٹ دھرمی،غیرجمہوری طرزعمل،ٹال مٹول کی پالیسی اوراسکی فوجی برتری (military hegemony)مسئلہ کشمیر کے پر امن حل میں سب سے بڑی رکاوٹ ہے۔
کشمیر میں ائندہ ہونے والے لوک سبھا کے انتخابات کے حوالے سے سید صلاح الدین کا کہنا تھا کہ ہماری کشمیری عوام جنہوں نے کشمیرکاز کے لئے بے پناہ قربانیاں دی ہے سے اپیل ہے کہ وہ ان انتخابات کا مکمل بائیکاٹ کریں۔انہوں نے کہا کہ بد قسمتی سے بھارت کشمیر میں ہونے والے ان نام نہاد انتخابات کو عالمی سطح پرناجائز فائدہ اٹھاتا ہے۔انہوں نے کہا کہ جب پچھلے سال پاکستان کے سابق صدر آصف علی زرداری نے مسئلہ کشمیر کو اقوام متحدہ کی جنرل اسمبلی میں اٹھایا تو اس کے بیان کے ردعمل میں بھارت کے اس وقت کے وزیر خارجہ ایس ایم کرشنا نے کہا کہ کشمیر کا مسئلہ تو حل ہوچکا ہے ، کشمیری عوام نے انتخابات میں حصہ لیکر بھارت کے ساتھ اپنی وفاداری کا ثبوت دیا ہے۔ سید صلاح الدین نے کہا کہ رواں سال میں پاکستانی وزیر اعظم میاں نواز شریف کے کشمیر بارے بیان پر ردعمل ظاہر کرتے ہوئے بھارتی وزیر اعظم من موہن سنگھ نے اقوام متحدہ کی جنرل اسمبلی سے خطاب کرتے ہوئے کہا کہ کشمیری عوام نے انتخابات میں حصہ لیکر ریاست کابھارت کے ساتھ الحاق کی توسیق کی ہے۔انہوں نے کہامسئلہ کشمیر کے حتمی حل کے حوالے سے بھارتی قیادت کے یہ بیانات کشمیر کے حوالے سے اقوام متحدہ کی جانب سے پاس کردہ قراردادوں کی کھلم کھلا خلاف ورزی ہے جن میں یہ واضع کیا گیا ہے کہ متنازعہ ریاست میں کسی بھی قسم کا انتخابی عمل کشمیری عوام کے حق خودارادیت یا رائے شماری کا نعمل بدل نہیں ہوسکتے۔انہوں نے کہا کہ جہاں تک کشمیری عوام کے حق خوداختیاری کا سوال ہے بھارت کے نیتا ؤں جن میں جواہر لال نہرو بھی شامل ہیں نے کئی مرتبہ یہ تسلیم کیاکہ کشمیریوں کو انکا حق دیا جائے گا، لیکن بد قسمتی سے 65سال گذرنے کے باوجود کشمیریوں کو یہ حق نہیں دیا گیاجس کے لئے وہ کئی دہائیوں سے جہدِمسلسل میں مصروف ہیں۔انہوں نے کہا کہ گذشتہ کئی دہائیوں سے کشمیری عوام پر مصیبت کے پہاڑ ڈھائے گئے لیکن اسکے باوجود بھی وہ اپنے بنیادی حق سے دستبردار نہیں ہوئے۔
انہوں نے کہا کہ ان حقائق کے پیش نظر حریت پسندکشمیری عوام کو چاہیے کہ وہ انتخابات کا مکمل بائیکات کریں تاکہ اقوام عالم بالخصوص بھارت کو ایک مضبوط پیغام دیا جاسکے کہ کشمیری عوام متنازعہ ریاست پر بھارت کے ناجائز تسلط کو تسلیم نہیں کرتے۔متحدہ جہاد کونسل کے چیرمین نے حریت قیادت پر زوردیتے ہوئے کہا کہ وہ اس نازک مرحلے پر اپنی تمام تر صلاحیتوں کو بروئے کار لاتے ہوئے کشمیر ی عوام کو رواں جدوجہد آزادی پر اس نام نہاد الیکشن پروسیس سے پڑھنے والے منفی اثرات سے اگاہ کریں۔
مسئلہ کشمیر کے حوالے سے عالمی بر ادری کے کردار پر عدم اطمینان کا اظہار کرتے ہوئے انہوں نے کہا کہ کشمیر کے تئیں اقوام متحدہ، سیکورٹی کونسل اور عالمی طاقتوں کی بے حسی انتہائی افسوسناک ہے۔انہوں نے کہا کہ اقوام عالم کی اس مجرمانہ غفلت کی آڑ میں بھارت کو یہ موقع فراہم کیا گیاکہ وہ فوجی طاقت کے بل پر کشمیری عوام کی مبنی بر حق جدوجہد کوکچل ڈالے۔ سید صلاح الدین نے کہا کہ اقوام متحدہ کے اس دوغلے پن اور تنازعہ کشمیر کے حل کے حوالے سے اس کی بے رخی سے کشمیری عوام انتہائی مایوس ہیں۔
حد متارکہ پرآہنی دیوار تعمیر کرنے کے بھارتی منصوبے کے حوالے سے انہوں نے کہا کہ بھارت ایک طرف کشمیری قیادت کو مذاکرات کی پیش کش کرتا ہے جبکہ دوسری جانب وہ متنازعہ ریاست پر اپنے ناجائز قبضے کو دوام بخشنے کے لئے LoCپر ایک Concreteدیوار تعمیر کرنے کا منصوبہ رکھتا ہے جو دراصل کشمیری اور پاکستانی قیادت کی آنکھیں کھولنے کے لئے کافی ہے۔سید صلاح الدین نے سیز فائر لائن پر تعمیر کئے جانے والے دیوار کو دیوار برلن (Berlin Wall)کے ساتھ تشبیہ دیتے ہوئے کہا کہ یہ نہ صرف عالمی قوانین کی کھلم خلا خلاف ورزی ہے بلکہ یہ اس سازش کے حصہ ہے جس کے تحت بھارت ریاست کی وحدت کو پارہ پارہ کرنا چاہتا ہے۔
انہوں نے واضع کیاکہ متحدہ جہاد کونسل اس قسم کی کسی سازش کو کامیاب نہیں ہونے دے گی ۔انہوں نے کہا کہ وہ کسی قیمت پر بھی حد متارکہ پر اس قسم کے دیوار کی تعمیر کی اجازت دیں گے۔جہادکونسل کے سربراہ نے بھارتی منصوبے کے حوالے سے پاکستان کی خاموشی پر عدم اطمیناں کا اظہار کرتے ہوئے حکومت پاکستان سے اپیل کی ہے کہ وہ اس کافوری نوٹس لے۔
حزب سربراہ نے انسانی حقوق کی تنظیموں سے اپیل کی کہ وہ کشمیر کی بگڑتی ہوئی سیاسی اور انسانی حقوق کی پامالیوں کا نوٹس لے۔انہوں نے کہا کہ ہزاروں کشمیری حریت پسند آج بھی بھارت کے مختلف عقوبت خانوں میں قید وبند کی صعوبتیں برداشت کر رہے ہیں۔انہوں نے کہ کشمیری قیدیوں کو نہ صرف خوراک بلکہ ضروری ادویات سے بھی محروم رکھا جارہا ہے۔انہوں نے کہا معبوس حریت پسندوں کو انکے گھر والوں سے بھی ملنے کی اجازت نہیں اور حد یہ کہ جو عزیزواقارب انہیں ملنے جاتے ہیں انکی تزہیک اور تذلیل کی جاتی ہے جو انتہائی افسوسناک ہے۔
سیدصلاح الدین نے معروف کشمیری سکالر ڈاکٹر غلام نبی فائی کی رہائی پر تبصرہ کرتے ہوئے کہا کہ امریکی عدالت کا حالیہ فیصلہ خوش آیند ہے۔انکا کہنا تھا کہ ڈاکٹر فائی نے کشمیرکازکو عالمی سطح پر اجاگر کرنے میں جو کردار اداکیا ہے جوقابل ستائش ہے۔انہوں نے اس امید کا اظہار کیا کہ ڈاکٹر فائی اپنے مشن کو جاری رکھیں گے۔انہوں نے کہ ڈاکٹر فائی نے کسی قانون کی خلاف ورزی نہیں کی جبکہ امریکہ کے مقتدر حلقے اس بات سے بخوبی آگاہ تھے کہ وہ پچھلے کئی دہائیوں سے وہاں کیا کررہے تھے۔انہوں نے کہا کہ وہ امید کرتے ہیں کہ امریکی حکام ڈاکٹر فائی کو کشمیر کے حوالے سے اپنا کردار ادا کرنے میں کسی قسم کا خلل نہیں ڈالیں گے۔

کشمیر میں ائندہ ہونے والے لوک سبھا کے انتخابات کے حوالے سے سید صلاح الدین کا کہنا تھا کہ ہماری کشمیری عوام جنہوں نے کشمیرکاز کے لئے بے پناہ قربانیاں دی ہے سے اپیل ہے کہ وہ ان انتخابات کا مکمل بائیکاٹ کریں۔انہوں نے کہا کہ بد قسمتی سے بھارت کشمیر میں ہونے والے ان نام نہاد انتخابات کو عالمی سطح پرناجائز فائدہ اٹھاتا ہے۔انہوں نے کہا کہ جب پچھلے سال پاکستان کے سابق صدر آصف علی زرداری نے مسئلہ کشمیر کو اقوام متحدہ کی جنرل اسمبلی میں اٹھایا تو اس کے بیان کے ردعمل میں بھارت کے اس وقت کے وزیر خارجہ ایس ایم کرشنا نے کہا کہ کشمیر کا مسئلہ تو حل ہوچکا ہے ، کشمیری عوام نے انتخابات میں حصہ لیکر بھارت کے ساتھ اپنی وفاداری کا ثبوت دیا ہے۔ سید صلاح الدین نے کہا کہ رواں سال میں پاکستانی وزیر اعظم میاں نواز شریف کے کشمیر بارے بیان پر ردعمل ظاہر کرتے ہوئے بھارتی وزیر اعظم من موہن سنگھ نے اقوام متحدہ کی جنرل اسمبلی سے خطاب کرتے ہوئے کہا کہ کشمیری عوام نے انتخابات میں حصہ لیکر ریاست کابھارت کے ساتھ الحاق کی توسیق کی ہے۔انہوں نے کہامسئلہ کشمیر کے حتمی حل کے حوالے سے بھارتی قیادت کے یہ بیانات کشمیر کے حوالے سے اقوام متحدہ کی جانب سے پاس کردہ قراردادوں کی کھلم کھلا خلاف ورزی ہے جن میں یہ واضع کیا گیا ہے کہ متنازعہ ریاست میں کسی بھی قسم کا انتخابی عمل کشمیری عوام کے حق خودارادیت یا رائے شماری کا نعمل بدل نہیں ہوسکتے۔انہوں نے کہا کہ جہاں تک کشمیری عوام کے حق خوداختیاری کا سوال ہے بھارت کے نیتا ؤں جن میں جواہر لال نہرو بھی شامل ہیں نے کئی مرتبہ یہ تسلیم کیاکہ کشمیریوں کو انکا حق دیا جائے گا، لیکن بد قسمتی سے 65سال گذرنے کے باوجود کشمیریوں کو یہ حق نہیں دیا گیاجس کے لئے وہ کئی دہائیوں سے جہدِمسلسل میں مصروف ہیں۔انہوں نے کہا کہ گذشتہ کئی دہائیوں سے کشمیری عوام پر مصیبت کے پہاڑ ڈھائے گئے لیکن اسکے باوجود بھی وہ اپنے بنیادی حق سے دستبردار نہیں ہوئے۔
انہوں نے کہا کہ ان حقائق کے پیش نظر حریت پسندکشمیری عوام کو چاہیے کہ وہ انتخابات کا مکمل بائیکات کریں تاکہ اقوام عالم بالخصوص بھارت کو ایک مضبوط پیغام دیا جاسکے کہ کشمیری عوام متنازعہ ریاست پر بھارت کے ناجائز تسلط کو تسلیم نہیں کرتے۔متحدہ جہاد کونسل کے چیرمین نے حریت قیادت پر زوردیتے ہوئے کہا کہ وہ اس نازک مرحلے پر اپنی تمام تر صلاحیتوں کو بروئے کار لاتے ہوئے کشمیر ی عوام کو رواں جدوجہد آزادی پر اس نام نہاد الیکشن پروسیس سے پڑھنے والے منفی اثرات سے اگاہ کریں۔
مسئلہ کشمیر کے حوالے سے عالمی بر ادری کے کردار پر عدم اطمینان کا اظہار کرتے ہوئے انہوں نے کہا کہ کشمیر کے تئیں اقوام متحدہ، سیکورٹی کونسل اور عالمی طاقتوں کی بے حسی انتہائی افسوسناک ہے۔انہوں نے کہا کہ اقوام عالم کی اس مجرمانہ غفلت کی آڑ میں بھارت کو یہ موقع فراہم کیا گیاکہ وہ فوجی طاقت کے بل پر کشمیری عوام کی مبنی بر حق جدوجہد کوکچل ڈالے۔ سید صلاح الدین نے کہا کہ اقوام متحدہ کے اس دوغلے پن اور تنازعہ کشمیر کے حل کے حوالے سے اس کی بے رخی سے کشمیری عوام انتہائی مایوس ہیں۔
حد متارکہ پرآہنی دیوار تعمیر کرنے کے بھارتی منصوبے کے حوالے سے انہوں نے کہا کہ بھارت ایک طرف کشمیری قیادت کو مذاکرات کی پیش کش کرتا ہے جبکہ دوسری جانب وہ متنازعہ ریاست پر اپنے ناجائز قبضے کو دوام بخشنے کے لئے LoCپر ایک Concreteدیوار تعمیر کرنے کا منصوبہ رکھتا ہے جو دراصل کشمیری اور پاکستانی قیادت کی آنکھیں کھولنے کے لئے کافی ہے۔سید صلاح الدین نے سیز فائر لائن پر تعمیر کئے جانے والے دیوار کو دیوار برلن (Berlin Wall)کے ساتھ تشبیہ دیتے ہوئے کہا کہ یہ نہ صرف عالمی قوانین کی کھلم خلا خلاف ورزی ہے بلکہ یہ اس سازش کے حصہ ہے جس کے تحت بھارت ریاست کی وحدت کو پارہ پارہ کرنا چاہتا ہے۔
انہوں نے واضع کیاکہ متحدہ جہاد کونسل اس قسم کی کسی سازش کو کامیاب نہیں ہونے دے گی ۔انہوں نے کہا کہ وہ کسی قیمت پر بھی حد متارکہ پر اس قسم کے دیوار کی تعمیر کی اجازت دیں گے۔جہادکونسل کے سربراہ نے بھارتی منصوبے کے حوالے سے پاکستان کی خاموشی پر عدم اطمیناں کا اظہار کرتے ہوئے حکومت پاکستان سے اپیل کی ہے کہ وہ اس کافوری نوٹس لے۔
حزب سربراہ نے انسانی حقوق کی تنظیموں سے اپیل کی کہ وہ کشمیر کی بگڑتی ہوئی سیاسی اور انسانی حقوق کی پامالیوں کا نوٹس لے۔انہوں نے کہا کہ ہزاروں کشمیری حریت پسند آج بھی بھارت کے مختلف عقوبت خانوں میں قید وبند کی صعوبتیں برداشت کر رہے ہیں۔انہوں نے کہ کشمیری قیدیوں کو نہ صرف خوراک بلکہ ضروری ادویات سے بھی محروم رکھا جارہا ہے۔انہوں نے کہا معبوس حریت پسندوں کو انکے گھر والوں سے بھی ملنے کی اجازت نہیں اور حد یہ کہ جو عزیزواقارب انہیں ملنے جاتے ہیں انکی تزہیک اور تذلیل کی جاتی ہے جو انتہائی افسوسناک ہے۔
سیدصلاح الدین نے معروف کشمیری سکالر ڈاکٹر غلام نبی فائی کی رہائی پر تبصرہ کرتے ہوئے کہا کہ امریکی عدالت کا حالیہ فیصلہ خوش آیند ہے۔انکا کہنا تھا کہ ڈاکٹر فائی نے کشمیرکازکو عالمی سطح پر اجاگر کرنے میں جو کردار اداکیا ہے جوقابل ستائش ہے۔انہوں نے اس امید کا اظہار کیا کہ ڈاکٹر فائی اپنے مشن کو جاری رکھیں گے۔انہوں نے کہ ڈاکٹر فائی نے کسی قانون کی خلاف ورزی نہیں کی جبکہ امریکہ کے مقتدر حلقے اس بات سے بخوبی آگاہ تھے کہ وہ پچھلے کئی دہائیوں سے وہاں کیا کررہے تھے۔انہوں نے کہا کہ وہ امید کرتے ہیں کہ امریکی حکام ڈاکٹر فائی کو کشمیر کے حوالے سے اپنا کردار ادا کرنے میں کسی قسم کا خلل نہیں ڈالیں گے۔
