Solution to Kashmir has to be political: Mirwaiz Umar Farooq

Hurriyat (M) Delegation Leaves For New Delhi, Calls Pak Visit ‘Satisfactory’

NISAR AHMED THOKAR

Islamabad, Dec 26: The seven-member Hurriyat Conference (M) delegation left for New Delhi from Lahore this afternoon after concluding their 10-day visit to Pakistan.
Talking to Greater Kashmir the Hurriyat Chairman Mirwaiz Umar Farooq expressed satisfaction on the amalgam’s visit to Pakistan. “It has been a satisfactory visit for us as we met the entire political leadership in Pakistan, shared our views with leaders across the board. And I believe this process of interaction on both sides must continue so that we can start a process of moving forward in a proper direction, thereby taking Kashmiris’ viewpoint as well as the ground situation into consideration,” he said.
In an interview with Greater Kashmir, Mirwaiz said, “So far as the permanent solution of Kashmir dispute is concerned, the Hurriyat (M) believes that it has to be political; it has to be at a level where either you go by international agreements or you start a process what we call as alternative negotiated settlement between India, Pakistan and Kashmiris.”
He said: “Hurriyat came to Pakistan on the invitation of the government of Pakistan. This has been a long overdue visit as the Hurriyat (M) last visited Pakistan in 2007. We believe that Pakistan is not only an important party to the dispute but an ardent supporter of Kashmir cause at political, diplomatic and international level. So in that context Hurriyat (M) visit to the country should be seen in the context of initiating a process and a mechanism so that we can be able to take this process forward effectively.”
Mirwaiz said: “We feel that this process we talk about has to be all inclusive.”
Mirwaiz said, “One important thing that has been the main focus of our visit is that we have been able to put our point across very firmly and very clearly that Kashmiris’ inclusion in the talks process is must for finding a solution to Kashmir dispute. It has been received well. I would say not only the parties which we have met-whether government or opposition-but also at the peoples’ level there is a realization that Kashmir issue is primarily about Kashmir and about the people of Kashmir and then about Pakistan or India for that matter.”
He said, “Secondly, I believe that there is a huge impact of people’s peaceful struggles across the globe that has also made a huge impact on Kashmir as well.”
Mirwaiz said, “I think you have to distinguish between Confidence Building Measures (CBMs) and a political solution; we believe that CBMs can never be a solution whether it is opening of the trans-LoC bus or trade ties etc. These, I believe, are all positive measures which can have a good impact on ground. But these are not actually solutions. We only feel that the cross LoC CBMs should be strengthened, trade should be opened, people must come and go.”
Mirwaiz said, “Internal autonomy is not the solution to the problem. It can be a bilateral arrangement between India and Kashmiris and we have seen such agreements happen in 1953 and 1975. We believe that there can be no solution between two parties, India or Pakistan or for that matter between India and the leadership in Kashmir. It has to be among all the three parties India, Pakistan and Kashmiris.”
He said, “So far as the internal autonomy is concerned, you don’t address the aspect of the other side of Kashmir whether it is Azad Jammu and Kashmir or Gilgit Baltistan. We believe that we have to seek a solution that is inclusive.”
Umar said “In the context of any solution, we believe that there are four important centers around which a solution will emerge, which are Srinagar, Muzaffarabad, Islamabad and New Delhi. So you have to have all the four elements on board to bring about a peaceful solution of Kashmir imbroglio.”
He said: “Hurriyat has never been against positive and constructive dialogue but the problem is primarily with the government of India. It is not that Hurriyat (M) had not taken any initiative; we have a very clear stance so far as the meaningful and result-oriented dialogue is concerned. We have had many rounds of talks with Indian government way back in 2006 and 2007 and we met with Indian premier also. Obviously we believe in dialogue, believe in negotiations but the bigger question is dialogue for what? We believe that dialogue has to be for finding a resolution of the problem. And for that matter conducive atmosphere has to be generated on the ground. Because, dialogue and killings cannot go together; dialogue and violence can’t go together, you know you have situation in Kashmir where restrictions are being imposed on the leadership, and you have people who have been languishing in jails over the years, you have a situation where draconian laws like AFSAPA is still in action.”
Mirwaiz said, “You have situation where government of India accepts the fact that yes the violence has gone down but not a single soldier has been taken out from Kashmir. I think first of all government of India has to create a conducive atmosphere for any dialogue to start.”
On Unity among leadership, Mirwaiz said: “Well there is no denying in the fact that unity is important, it gives us strength but as far as the ultimate goal is concerned all the pro-freedom parties in Kashmir believe in self-determination. We all believe that Kashmiris should be given their right to decide their future and at the same time we believe that the state of Jammu and Kashmir as it existed on 1947 is a disputed territory. And I think there are maximum points we all agree upon. However there are certain points on which we disagree but the disagreement is only in terms of a mechanism in the sense that how to move forward.”
He said, “Secondly in any people’s movement you will have differences of opinion but that does not mean that there is a sort of desperate situation on the ground. I believe all the pro movement leadership is fighting for the same cause. Even with our difference we have time and again shown that we can move further as you know we have had common minimum programs in 2007, 2008, 2009 and 2010.”
He said, “So I think it should not be used as stick to beat the Hurriyat (M) as far as the unity is concerned. And one more important thing is that it is a democratic movement and differences are part of any democratic process.”
On ‘way forward’ on Kashmir, Mirwaiz said: “I believe that the first step should be demilitarization and demilitarization has to start because that is the biggest irritant we have on the ground and it has to be on both sides. When India starts demilitarization Pakistan will have to reciprocate accordingly.”
Led by Mirwaiz Umar Farooq, the delegation comprised of senior APHC (M) leader and the former chairman of the amalgam Professor Abdul Ghani Bhat, Bilal Ghani Lone, Abass Ansari, Mukhtar Ahmed Waza, Syed Ahgha Hassan-al-Moosavi and Muhammad Musadiq Aadil.

Kashmir resolution must for peace in South Asia: Nawaz Sharief

Jamaat Reiterates Unconditional Support To Kashmiris

HURRIYAT’S PAK VISIT

NISAR AHMED THOKAR

Islamabad, Dec 22: The former Prime Minister of Pakistan and the president of Pakistan Muslim League (N) Mian Nawaz Sharief has said that peace and stability in South Asia hinges on a peaceful and negotiated settlement of Kashmir issue.
The former premier made these assertions while interacting with seven-member delegation of All Parties Hurriyat Conference (M) who called on him at his Raiwand residence in Lahore on Friday. Besides Chief Minister of Punjab Mian Shabaz Sharief, former prime minister of Pakistani administered Kashmir Raja Farooq Hyder Khan, Shah Ghulam Qadir and other senior leaders of the party were present on the occasion.
Lauding the sacrifices of Kashmiri people, Sharief on the occasion assured his party’s full support to Kashmiris’ struggle for right to self-determination. He also appreciated Hurriyat leaders’ resolve and supported the amalgam’s call for Kashmiris’ inclusion in the ongoing talks between India and Pakistan.
Sources told Greater Kashmir that the PML-N chief acknowledged the fact that that since a long time India-Pakistan talks could not make a headway towards the resolution of long-pending dispute of Kashmir. He said that during his previous government he had initiated dialogue process with India with a view to resolve Kashmir conflict and other outstanding issues but the entire peace process got derailed as a result of Kargil war.
However, he was of the view that a sustainable and meaningful dialogue between the two countries and a strong leadership on both sides was must to resolve this conflict.
As far as the situation in Pakistan is concerned, Nawaz told the visiting delegation that there was a promising change in the country, democracy and democratic institutions in the country were getting strong. This change, he said, suits both Pakistani and Kashmiri people.
The visiting delegates on the occasion briefed the PML-N chief about the prevailing political situation in Kashmir and thanked the government and the people of Pakistan for their all out support to Kashmir cause. About cross LoC CBMs, Hurriyat (M) leaders said free travel and people to people dialogue across the LoC should be further strengthened as these confidence building measures give a sense of satisfaction to the people on both sides.
Meanwhile, the Hurriyat delegation visited Jamaat Islami Headquarter at Mansoora in Lahore, wherein they were received by Liaqat Baloch, the Secretary General of Jamaat. The Hurriyat (M) leaders had a detailed meeting with central leaders of Jamaat. However the JI chief Syed Munawar Hassan could not attend the meeting as he was scheduled to attend the marriage ceremony of his son in Karachi.
Welcoming the Hurriyat leaders, the JI stalwarts reiterated their unwavering support to Kashmir cause and said that the party would never compromise on Kashmiris’ inalienable right for right to self-determination. They said that Jamaat’s view point was clear that bilateral relations between India and Pakistan won’t flourish until the dispute of Kashmir was settled in line with Kashmiris aspirations. Baloch said that Jamaat Islami has serious reservations over the incumbent regime’s decision to grant MFN status to India. So far as the Indo-Pak relations are concerned, he said that Jamaat believes that trade ties with India should be linked to the settlement of Kashmir issue.
Sources said that JI leaders also stressed the need for unity and concurrence amongst the Kashmiri leadership.
Speaking on the occasion, Mirwaiz, who heads the seven-member Hurriyat delegation, said that Hurriyat (M) always believes in unity. He however said that so many initiatives have been taken in this regard but the fact remains that pro-freedom leadership across the board was committed and united on the issue of Kashmiri people’s right to self-determination. “No doubt difference of opinion is there but it should not in any way become impediment in the conflict resolution”, he added.
The Hurriyat (M) chairman was accompanied by Professor Abdul Ghani Bhat, Bilal Ghani Lone, Moulana Abass Ansari, Mukhatar Ahmed Waza, Syed Agha Hassan Almosavi and Muhammad Musadiq Aadil.
Later talking to media, Mirwaiz said that Kashmiri people will continue their struggle until they achieve their cherished goal. Terming Indo-Pak talks as a positive development, Mirwaiz said that inclusion of Kashmiri leadership in the dialogue processes was must to make it credible and result-oriented. He appreciated Pakistani political parties for having identical views and approach regarding the resolution of Kashmir issue.

APHC leaders pitch for ‘comprehensive mechanism’ to address K-issue

NISAR AHMED THOKAR
Islamabad, Dec 19: The visiting delegates of the All Parities Hurriyat Conference (APHC) Wednesday urged the governments of India and Pakistan to “evolve a comprehensive mechanism” to make Kashmiris a part of the ongoing dialogue process between the two countries.
The APHC leaders said this while addressing a function organized by the Institute of Strategic Studies at Islamabad.
The Institute had organized the event as part of the lecture series titled “Prospects of Resolving the Kashmir Dispute: Views from APHC.” The event was attended by former diplomats, intellectuals, journalists, writers and members of civil society including Dr. Maleehah Lodi, former ambassadors Riyaz Ahmed Khan, Akram Zaki, former Director General of the ISI Asad Durani and others.
Welcoming the Hurriyat delegates, the Director General ISS, Ambassador (retd) Ashraf Jehangir Qazi, said Kashmir dispute is one of the oldest disputes on the UN agenda. “Besides Indian refusal to make a meaningful effort to resolve this issue, Pakistan has also made number of mistakes,” he said adding, “These mistakes however cannot diminish the importance of the Kashmir issue. This issue is not about a piece of land but about the basic right of millions of Kashmiris.”
Addressing the gathering, the Hurriyat Conference (M) Chairman Mirwaiz Umar Farooq said it was very important to determine the context of the Kashmir issue.
He said: “Although the issue is bilateral in nature, the aspirations of the Kashmiri people should also be taken into account. There can be no solution to this problem without taking the Kashmiri people on board.”
He expressed his concern that the Government of India has been “hoodwinking” the world opinion by projecting that Kashmir issue could be settled internally by improving governance in the region.
He said on the other side the Government of India is “maneuvering the situation in such a way that pro-freedom leadership is not able to connect to the masses.” “Things have changed and the Kashmir struggle is being fought at different levels and it has indeed different dimensions. Kashmiris however will have to strengthen the movement on political and grassroots level.”
He said that Pakistan acknowledges that Kashmiris have to be a part of negotiations but it is unclear as to which party would be allowed to come to table.
He said that there was no mechanism as how to engage Kashmiris in the negotiation process.
Mirwaiz stressed the need for developing a mechanism and a clear policy to make a positive headway on the issue.
Mirwaiz welcomed the ongoing talks between India and Pakistan but also said that unless the core issue of Kashmir is resolved, the talks on other problems like Siachen, Sir Creek would not bear any fruits. He said it was high time for India to come forward with a positive approach and take some Kashmir-centric initiatives.
Referring to the APHC leaders’ meeting with the Indian Prime Minister, he said way back in 2006 the APHC leaders suggested to the Indian government to revoke laws like Armed Forces Special Powers Act and make reduction of troops in Kashmir to create a congenial atmosphere for the talks. “Pakistan should have put its weight behind the APHC demands but unfortunately it could not be materialized,” he said
Replying to a query, Mirwaiz said that there was a complete consensus amongst the leadership in Kashmir that the dispute should be resolved through peaceful means.
Senior Hurriyat (M) leader Prof. Abdul Gani Bhat said: “A number of changes are taking place in the world which makes the prospects of the resolution of this dispute bright.” “I can closely see an economic consensus evolving in India which in the ultimate analysis will transform into a political consensus.”
He said that Kashmir does not only comprise mountains, rivers and beautiful gardens but was a blend of sentiment, alienation, uncertainty and turmoil that lies deep in the hearts and souls of people. He said, “You can never win a war against turmoil whether you are a nuclear country or not. The anger, alienation, uncertainty and above all the memories of collective discontent are more powerful than the atomic arsenals with India or with Pakistan.”
He said, “Kashmiris seek a settlement, a permanent and lasting settlement of the dispute of Jammu and Kashmir in the larger interests of the security, stability and peace not in Kashmir, not in Pakistan but in the entire South Asian region.”
Bilal Ghani Lone also spoke on the occasion.
Meanwhile, APHC leaders had a meeting with Mian Manzoor Ahmed Watto, the federal minister for Kashmir Affairs and Gilgit-Baltistan. The meeting was also attended by senior minister of the Government of Pakistani Administered Kashmir and members of Kashmir Council.

International community must help resolve Kashmir: Mirwaiz

Speaks At National Defense University Islamabad

NISAR AHMED THOKAR

Islamabad, Dec 21: The Chairman of Hurriyat Conference (M), Mirwaiz Umar Farooq has said the international community must shun its policy of indifference and play its much-needed role for peaceful and permanent settlement of long-running Kashmir dispute.
Mirwaiz made these remarks while addressing a function organized by the National Defense University (NDU) here on Friday. The function was attended by eminent scholars, professors, staff members and university students hailing from different countries of the world. Highlighting the different dimensions of Kashmir struggle, Mirwaiz said Hurriyat believes in mutual co-existence. “We are not against any particular community, people or against any State”, he said adding that Kashmiris were fighting for their rights.
In the India-Pakistan context, Mirwaiz said the two countries strive for peace, prosperity and well-being of their people and “we feel that Kashmiris should also be given equal opportunity to prosper and progress.” However, he made it clear that peace, prosperity and development were closely interlinked to each other. He observed that there can be no progress without peace and peace in the region was impossible without justice.
“Development is linked to peace and peace is linked to justice”, he said adding, “We can’t move forward until justice is done and the people of Kashmir are given their rights.”
Referring to the volatile situation in the subcontinent, Mirwaiz said, “It is being said that deterrence is the sole purpose of nuclear weaponization but the fact remains that one small spark can disrupt and derail the entire peace and trust-building process and we will be back to square one.”
Highlighting the need for early resolution of Kashmir dispute, he said for a durable and lasting peace in the subcontinent, resolution of Kashmir is essentially. He said that both the countries should evolve a mechanism to address the issue peacefully, adding that India talks about political settlement of Kashmir but its attitude is non-political and contrary to its claims.
About Indo-Pak dialogue, Mirwaiz reiterated the Hurriyat (M) stance, saying the association of Kashmiri leadership with dialogue process was must to find a durable solution of Kashmir dispute. Mirwaiz expressed satisfaction on Pakistan’s role and its continued support to Kashmir cause.
Regarding the European and western countries’ apathy and indifference towards the sufferings of Kashmiri people, Mirwaiz said the international community must shun its ‘double-standards’ and play its much-needed role to settle the issue of Kashmir in line with the aspirations of people. “The European and western countries on one hand recognize the legitimate voice of Kosovo and East Timor and they talk about the aspirations of the people of South Sudan, but it is very unfortunate that they do not talk about Kashmir issue and the sufferings of Kashmiris,” he said adding this was ‘sheer dichotomy’ on their part.
Replying to queries by some students of the varsity, Mirwaiz said that Kashmiris’ ongoing struggle was purely peaceful and indigenous in nature. He also talked about the sacrifices rendered by the people of Kashmir, expressed concern over the human rights violations, forced disappearance and ‘killings of civilians by Indian forces.’
Regarding the revocation of “draconian laws” enforced in the territory, Mirwaiz said that India needs to do more to stop rights violations. He said, “This is not the feeling of Hurriyat (M) only but Indian mainstream parties also concede the fact that elections or administration is not going to have any impact on the resolution of Kashmir issue.” He said that this actually vindicates APHC’s stance that no elections can be substitute to Kashmiris’ right to self-determination.
Responding to a query regarding the issue of Gilgit-Baltistan, Mirwaiz said that it remains an inseparable part of the ‘disputed state of Jammu and Kashmir.’
Welcoming the international community’s recent move of recognizing Palestine as a Non-member Observer State, he said that Palestine and Kashmir were the two oldest disputes on the UN agenda. He said that this was a welcome change as after so many years of struggle the international community had recognized their voice and “we believe Kashmir should be next on the UN agenda”. He said that the United Nations must now shun its duplicity and recognize the voices and aspirations of Kashmiri people.
Referring to the changing world scenario, Mirwaiz said, “We have been witnessing some promising changes at the global level as the world has recognized the Arab uprising and the Palestinians were granted observer status in the UN. We look at these changes positively and hope the world community would recognize the aspirations of the Kashmiri people.”
Mirwaiz said that these changes amply demonstrate the fact that genuine movements can’t be suppressed by the use of force.
Later, the visiting Hurriyat delegation visited the picturesque Faisal Masjid and offered Friday prayers there. Thereafter, the Hurriyat team left for Lahore to hold talks with former Prime Minister of Pakistan and Chief of Pakistan Muslim League (N) Nawaz Sharief.

Pakistan committed to Kashmir cause

NISAR AHMED THOKAR Islamabad, Dec 21: Foreign Minister of Pakistan Hina Rubbani Khar Thursday said the country was “committed to a just and peaceful settlement of Kashmir dispute in line with the UN resolutions and the wishes and aspirations of the Kashmiri people.”
Khar made the remarks while talking to the visiting Hurriyat (M) delegates who called on her here at the Foreign Office late yesterday.
Khar said Pakistan had always emphasized that Kashmiris should be associated with the ongoing dialogue process between India and Pakistan.
Welcoming the visiting delegation, she appreciated the role of APHC in Kashmiris’ ongoing struggle and reassured them on the country’s “unwavering support to the Kashmir cause.”
“The Finance Minister lauded the sacrifices made by Kashmiris in their legitimate, peaceful and indigenous struggle,” said a statement issued by the Pakistan Foreign Office.

The visiting leaders said that Kashmiris were not averse to the dialogue process between the two countries. They, however, said that Kashmiris’ inclusion in the dialogue process was imperative to bring about a peaceful solution of the issue.
With a view to facilitate Kashmiris on both sides of the LoC, sources told Greater Kashmir that the APHC leaders during the meeting proposed new suggestions to strengthen the trans-LoC CBMs. They also urged the government of Pakistan to redouble its diplomatic efforts at international level to seek early solution of Kashmir issue.
The APHC also leaders thanked the Foreign Minister for inviting them to Pakistan for consultations. They also thanked the Government and the people of Pakistan for “their support to Kashmiris’ struggle for right to self determination.”
Meanwhile, the APHC delegates left for Karachi early this morning. They also visited the Mausoleum of Qaid-e-Azam Muhammad Ali Jinnah and offered Fateha at his graveyard.

During their stay in Karachi, the APHC (M) leaders are scheduled to meet Asif Ali Zardari the Pakistan President and the co-chairman of Pakistan Peoples’ Party (PPP).

Engagement with Hurriyat positive development: Pak

Mirwaiz Satisfied Over 'Fruitful' Discussions In Islamabad

NISAR AHMAD THOKAR

Islamabad, Dec 17: Terming latest engagement with All Parties Hurriyat Conference a positive development, Pakistan Monday said it wants to seek the resolution of the Kashmir issue on the basis of UN resolutions and aspirations of the Kashmiri people.
Islamabad's engagement with the Hurriyat Conference is a “positive development and a recognition of the just cause of the people of Kashmir,” Pakistan Prime Minister Raja Pervez Ashraf was quoted as saying in a statement issued by his office after his meeting with the seven-member Hurriyat Conference delegation led by Hurriyat (M) chairman Mirwaiz Umar Farooq.
The country seeks to “resolve the Kashmir issue on the basis of United Nations resolutions and aspiration of the Kashmiri people,” he said.
Ashraf told the Hurriyat leaders that there was “consensus in Pakistan among all political parties on the resolution of Kashmir issue”.
In this connection, he referred to the appointment of Jamiat Ulema-e-Islam chief Maulana Fazlur Rehman as the chairman of parliament's Kashmir Committee.
He further said Pakistan “takes pride” in the struggle waged by the Kashmiris for “their right of self determination”. He praised the “political acumen and wisdom of the Hurriyat leadership” in its efforts to highlight the case of the Kashmiris and assured them that "Pakistan fully stands behind them".
Foreign Minister Hina Rabbani Khar and Information Minister Qamar Zaman Kaira were present during the meeting.
Welcoming the visiting delegates the Pak PM appreciated the ongoing consultation process between Pakistani and Kashmiri leadership and said; “We want Kashmiris to be part of the dialogue process”.
The Pak PM endorsed the role of Hurriyat Conference (M) leaders and the amalgam’s stance on the issue of Jammu and Kashmir. He said that Pakistan believes that Kashmiris’ inclusion in the ongoing dialogue process between India and Pakistan was must to bring about a peaceful solution of Kashmir issue.
Later talking to Greater Kashmir, Mirwaiz Umar Farooq who heads the seven member Hurriyat delegation expressed satisfaction over the meeting and said that fruitful and detailed discussions were held at the meeting with Pak PM where Kashmiri leaders apprised him of the prevailing political situation in Kashmir and stressed the need for inclusion of Kashmiris in the talks process with a view to find a peaceful settlement of Kashmir issue.
Mirwaiz also expressed sincere gratitude to the government of Pakistan for its all out support to Kashmir cause and extending invitation to APHC leaders to visit the country. “Despite facing many challenges Pakistan had always extended its unflinching support to the cause of Kashmiri people”, he maintained.
He said that the PM assured the visiting delegation of his country’s all out support to Kashmiris’ cause. Highlighting the sacrifices of Kashmiri people Mirwaiz said that the international community recognized Kashmir as a dispute that needs to be settled through tripartite talks.
The Hurriyat delegation also met the Awami National Party (ANP) chief Asfandyar Wali Khan the grandson of Khan Abdul Ghaffar Khan. During the meeting, Khan told the visiting delegates that his party would continue its support to Kashmiris’ political, democratic and non-violent movement. Kashmir a trilateral problem:Mirwaiz

NISAR AHMED THOKAR
iSLAMABAD Dec 16:Terming Kashmir as a trilateral problem, the Chairman of Hurriyat Conference (M) Mirwaiz Umar Farooq has said that it was high time that India and Pakistan should evolve a mechanism whereby Kashmiris could be associated with the ongoing dialogue process as a principal party.
Talking to Greater Kashmir on his arrival in Islamabad on late Saturday night, Mirwaiz said that dialogue process between the two countries can’t yield desired results without acknowledging the centrality of Kashmiris and the Kashmir problem. In the changing scenario, he said, “We have seen India and Pakistan are moving forward, however, we believe that Kashmiris have to be part of it as the dialogue process between the two countries without Kashmiris is incomplete”.
“Hurriyat believes that India and Pakistan can’t move much beyond a certain point unless Kashmir is on the agenda of dialogue process. Just talking trade and culture and forgetting the important issue of Kashmir, I think, won’t really help the two countries to move much ahead”, he said.
Referring to the changing world scenario, he said, “We have seen quite promising developments around the world, Palestine, Arab Spring and you know the world is acknowledging the fact that genuine movements can’t be suppressed through force, intimidation or through repressive measures”.
Regarding Hurriyat’s Pak sojourn, Mirwaiz said: “The basic objective of our visit here is to meet people, talk to political parties, political leaders and interact with them so that a broader consensus on the issue of Kashmir could be forged through a process of meaningful discussions and interactions.”
Bearing in mind the fact that every political party of Pakistan has a manifesto vis-à-vis Kashmir, Mirwaiz said, “I think it is important that we will be talking to people and listening to their ideas and sharing our views with them at this very stage when general elections in the country were around the corner”.
“Kashmir is a complex issue, we can’t have over-night solution and neither have we expected that a solution will come out by this visit. It is after five long years Hurriyat has come to Pakistan in a completely new and different scenario and such interactions and engagements I believe would help to create an enabling atmosphere of mutual-understanding,” he added.
“This is actually a process of interaction; I think it is very important so far as Kashmir is concerned”, he said. “Pakistan has always supported Kashmir cause and our right to self determination but we believe that it is high time that Kashmiris and Pakistani leadership have to be on the same page in terms of how to deal with the emerging situation”.
Asked whether Hurriyat intends to hold talks with government of India, Mirwaiz said: “Definitely the ball is in Indian court, we have time and again been saying this that Kashmir is not a bilateral issue rather it is a trilateral problem between three parties (Pakistan, India and the people of Kashmir).
For that matter, he said that in 2007 Hurriyat had suggested the government of India to initiate confidence building measures to create a congenial and conducive atmosphere on ground.”

Appoint special representative to monitor HR situation in JK: APHC (M)

Muslim League Organizes Seminar

NISAR AHMED THOKAR

Islamabad, Dec 10:  The All Parties Hurriyat Conference (M) PaK chapter on Monday made a passionate appeal to the United Nations urging the highest body to appoint special representative to monitor human rights situation in Jammu and Kashmir.
In a memorandum addressed to the UN Secretary General Ban Ki Moon the APHC reiterated its call for revocation of “unjust and infamous laws” allegedly facilitating human rights violations in the territory. The communiqué stated that the world body must break its silence on the worsening human rights situation in Kashmir. “New Delhi must stop rights abuses in the region besides carrying out impartial investigation and DNA profiling of thousands of Kashmiris who were ruthlessly killed and later buried clandestinely in unnamed mass graves,” the memorandum said.
The communiqué also condemned the TADA court verdict regarding the life imprisonment sentences of Kashmiri youth including Dukhtarn-e-Millat chief Aasiya Andrabi’s husband Dr Qasim Faktoo, Nazir Ahmed Shiekh, Showkat Ahmed and other Kashmiris.
Earlier, the APHC representatives staged a sit-in protest demonstration in front of the UNMOGIP office in Islamabad wherein the leaders of the amalgam sought international community’s role to settle Kashmir dispute.
Speakers on the occasion said that on one hand the world was observing Human Rights Day today while on the other Kashmiri people have been subjected to worst kind of human rights violations. They said, “Arbitrary arrest and detention of innocent people, molestation of women, custodial killings of Kashmiri youth by forces continues unabated”.
Led by the APHC (M) convener Mehmood Ahmed Saghar, the protest demonstrations was attended by members of the civil society and leaders of the amalgam including Syed Yousuf Naseem, Altaf Wani, Tufail Altaf, Tahir Masood, Abdul Hameed Lone Manzoor-ul-Haq Bhat, Majeed Malik and others.
Meanwhile, Jammu and Kashmir Muslim League a constituent of All Parties Hurriyat Conference (G) organized a seminar in Islamabad, which was attended by Kashmiri leaders hailing from both sides of the Line of Control. Kashmiri leaders on the occasion urged the international community to impress upon India to revoke all draconian laws enforced in the troubled region.
For a durable and peaceful settlement of Kashmir dispute, they said that to create a congenial atmosphere New Delhi must shun its repressive policy towards the people of Kashmir.
They said that peace loving people of Kashmir want an amicable solution of the long pending dispute but it was very unfortunate that India was hell bent on suppressing Kashmiris’ peaceful struggle by using its military might.
Referring to the prevailing political and human rights situation in the region, the speakers said that it was incumbent on the United Nations and other international human rights bodies to make it clear to India that a peaceful settlement of Kashmir issue was not possible under the given circumstances.
As far as the human rights violations are concerned, they said that no action whatsoever has been taken against military and paramilitary troops involved in heinous crimes. “The worsening human rights situation is in fact the result of impunity enjoyed by the forces under various laws enforced in the Valley,” they said.
Regarding the life imprisonment of Dr Faktoo and other Kashmiri youth, the speakers said that New Delhi has initiated a new process under which capital punishments were being awarded to Kashmiri youth who have been languishing in jails over the past several years.
