اسلام آباد: وزیر امور کشمیر و گلگت بلتستان میاں منظور وٹو کے زیر صدارت دارلحکومت اسلام آباد میں پاکستانی زیر انتظام کشمیر کی سیاسی جماعتوں کا ایک غیر معمولی اجلاس منعقد ہواجس میں حکمران جماعت پیپلز پارٹی کے علاوہ تمام اپوزیشن جماعتوں کے قائدین نے شرکت کی۔وفاقی وزیر کی جانب سے بلائی گئی اس اعلیٰ سطح میٹنگ میں کشمیری رہنماؤں نے آزاد حکومت کو مزیدبا اختیار بنانے کے حوالے سے 1974کے عبوری آئین میں ضروری ترامیم کرنے کے حوالے سے وزیر امور کشمیر کو اپنی تجاویز پیش کرتے ہوئے کہا کہ عوامی حکومت کو مضبوط اورموثر بنانے کے لیے خطے میں نافذالعمل ایکٹ 74کا ازسر نو جائزہ لینے کی اشد ضرورت ہے ۔اجلاس کے بعد میڈیا سے گفتگو کرتے ہوئے وفاقی وزیر نے کہا کہ وہ تمام قائدین کا شکریہ ادا کرتے ہیں کہ انہوں نے اختلافات کو بالائے طاق رکھکر اس اہم اجلاس میں شرکت کی۔انکا کہنا تھا کہ اجلاس میں کشمیری قائدین نے مملکت خداداد پاکستان اور کشمیر کاز کے ساتھ والہانہ عقیدت اور وابستگی کا اظہار کیا۔

ایکٹ 74میں ترامیم کے حوالے سے وفاقی وزیر کا کہنا تھا کہ عبوری آئین میں ضروری ترامیم کے حوالے سے پاک زیر انتظام کشمیر کی تمام سیاسی پارٹیوں کے سربراہاں اور وزارت امور کشمیر کے درمیان اتفاق ہوگیا۔انہوں نے کہا کہ اجلاس میں طے پایا گیا کہ نیا فورم بنانے کے بجائے تمام جماعتیں اپنی اپنی تجاویز اور سفارشات تحریری طور پر قانون ساز اسمبلی کی کمیٹی کو پیش کریں جو آئینی ترامیم کے حوالے سے ایک مسودہ تیار کریگی جس سے حتمی شکل دینے اور وفاقی حکومت کی تصدیق کے بعد منظوری کے لئے کشمیر کونسل اور آزاد حکومت کے مشترک اجلاس میں پیش کیا جائے گا۔انہوں نے کہا کہ مسودہ 60دنوں کے اندر اندر تیار کیا جائیگا۔

میاں منظور وٹو نے کہا کہ پاکستان کی موجودہ حکومت کشمیر ی عوام اور حکومت کو ہر اعتبار سے بااختیار دیکھنا چاہتے ہیں۔18، 19اور20ویں ترامیم کا حوالہ دیتے ہوئے انہوں نے کہا کہ وفاقی حکومت نے صوبوں کو مذید خود مختاری دینے کے لئے جو آئینی ترامیم کئیں وہ اتفاق رائے سے پاس ہوئیں۔انہوں نے کہا کہ موجودہ حکومت کی ترجیع ہے کہ وہ آزاد خطے میں بھی ضروری آئینی ترامیم کے حوالے سے اتفاق رائے پیدا کرنا چاہتی ہے تاکہ معمالات کو احسن انداز میں حل کیا جاسکے۔

اس موقع پر قائد حزب اختلاف اور سابق وزیر اعظم راجہ فاروق حید ر نے وفاقی وزیر کا شکریہ ادا کرتے ہوئے کہا کہ پاک زیر انتظام کشمیر کی حکومت اور مرکز کے مابین عبوری آئین کے حوالے سے کئی متنازعہ ایشوز ہیں جن کو معروضی حالات کے پیش نظر حل کرنا وقت کی اہم ضرورت ہے۔انہوں نے کہا کہ ہماری خواہش کے ان تمام معاملات کو مذاکرات کے ذریعے حل کیا جائے تاہم انکا کہنا تھا کہ اگر انکے جائز مطالبات کو تسلیم نہ کیا گیا تو وہ جمہوری حقوق کی خاطر تحریک چلائیں گے۔

یادر ہے کہ اس اجلاس میں وزیر اعظم چوہدری مجید، اپوزیشن لیڈرراجہ فاروق حیدر، سابق وزیر اعظم سردار عتیق احمد خان،عبد الرشید ترابی، جسٹس مجید ملک سمیت تقریباً بارہ دیگر سیاسی جماعتوں کے سربراہاں نے شرکت کی۔ اس کانفرنس میں قوم پرست جماعتوں کو مدعو نہیں کیا گیا تھا۔

Fazl summons KC session to discuss problems

Islamabad, Aug 31: The Chairman of All Parties Parliamentary Committee on Kashmir, Moulana Fazl Rehman, has summoned the Committee’s session to discuss the problems faced by Kashmiri migrant community settled in various make-shift camps of Muzaffarabad and other areas of Pakistani administered Kashmir (PaK).
 “The Kashmir Committee chairman called the urgent meeting after taking notice of the refugees’ problems reported by different news papers of the region recently”, said a statement here on Friday.
 According to details, the meeting scheduled to be held at Parliament House on 2nd September at 2 PM would be attended by members of the Committee whereas federal minister for Kashmir Affairs and top officials of Foreign Ministry, Ministry Kashmir Affairs and Gilgit Baltistan and the concerned authorities from PaK have been specially invited to attend the meeting.
 It is worth to mention here that the number of members of Parliamentary Kashmir Committee had now swelled to 36 after the National Assembly speaker recently announced induction of 12 senators in the committee that included Barrister Aitzaz Ahsan, senator Mushid Hussain, senator Raza Rubbani, Haji Adeel and others.

مظفر آباد میں کشمیری مہاجرین کے مسائل

اسلام آباد//پاکستان کی پارلیمنٹ کی خصوصی کمیٹی برائے کشمیر کے چیئرمین مولانا فضل الرحمن نے کشمیری مہاجرین کے مسائل کو حل کرنے کے لئے کشمیر کمیٹی کا اجلاس بلا لیا ہے۔یہ اجلاس 11 ستمبر 2 بجے بعد دوپہر پارلیمنٹ ہائوس ، اسلام آبادمیں ہو گا جس میں ممبران کشمیر کمیٹی کے علاوہ وفاقی وزیر برائے امور کشمیر و گلگت بلتستان، وزارت کشمیر، وزارت خارجہ اور آزاد کشمیر کے اعلیٰ افسران شرکت کریں گے۔یادر ہے کہ چند دن پہلے پاکستان کے زیر انتظام کشمیر میں کیمپوں میںمقیم مہاجرین کے مسائل کے بارے میں اخبارات میں خبریں شائع ہوئی تھیںجن پر چیئرمین کشمیر کمیٹی نے فوری نوٹس لیتے ہوئے کشمیری مہاجرین کے مسائل کو حل کرنے کے لئے کشمیر کمیٹی کا اجلاس بلایا ہے۔کل جماعتی پارلیمانی کمیٹی برائے کشمیر جس میں مختلف جماعتوں سے تعلق رکھنے والے ممبران کی کل تعداد 24تھی لیکن حال ہی میں قومی اسمبلی کی سپیکر نے کمیٹی میں سینٹ کے 12 ممبران بھی شامل کر دیئے ہیں جن میں بیرسٹر اعتزاز احسن، میاں رضا ربانی، سردار علی خان، محمد جہانگیر بدر، مشاہد حسین سید،محمد طلحہ محمود، حاجی محمد عدیل، ڈاکٹر محمد فروغ نسیم، ہدایت اللہ، میر محمد علی رند، سید ظفر علی شاہ اور پروفیسر ساجد میر شامل ہیں۔ اس طرح کمیٹی کے ممبران کی تعداد اب 36 ہو گئی ہے

PaK leaders for amending 1974 interim Act

Islamabad, Aug 30: The federal Minister for Kashmir Affairs and Gilgit Baltistan Mian Manzoor Ahmed Wattoo has said the Ministry of Kashmir Affairs and the mainstream political parties of PaK are on the same page on the issue of constitutional amendments in the interim Act of 1974.
 Addressing a news conference after chairing a high profile meeting of Kashmiri leaders at his residence in Islamabad today the federal minister said that participants forged consensus on necessary amendments in the interim constitution so as to strengthen the local government.
 He said that it was resolved that instead of establishing a new forum the respective parties should present their suggestions and recommendations to the All Parties Parliamentary Committee in the Legislative Assembly.
 He said that the Committee would be accordingly tasked to chalk out a comprehensive document within a span of 60 days in line with the recommendations of all the political parties of the region.
 “Once the document is finalized and it would be ratified by the central government and would be accordingly presented in the joint session of Kashmir Council and PaK Legislative Assembly for the final nod,” Wattoo said.
 Stating that his party believes in decentralization of powers the KA minister made it absolutely clear that the central government particularly the PPP leadership wants to empower Kashmiri people in every respect.
 Referring to 18th, 19th and 20th constitution amendments he said that these amendments were adopted with absolute consensus amongst all the stakeholders and likewise he added that the government wants to forge broad based consensus to make necessary amendments in the interim constitution of PaK. Wattoo also thanked heads of all the political parties for their participation in the conference.
 Speaking on the occasion, opposition leader and the former prime minister of PaK, Raja Farooq Hyder said that there were so many intriguing issues between the two governments, which he said should be resolved peacefully through dialogue. He said that if their legitimate demands were not fulfilled his party would go to any extent to get the basic democratic and constitutional rights.

اسلام آباد//پاکستا ن مسلم لیگ(ن) کے صدر راجہ محمد فارفاروق حیدر خان کی دعوت پردارلحکومت اسلام آباد میں پاکستان کے زیر انتظام کشمیر کی اپوزیشن جماعتوںکا مشاورتی اجلاس منعقد ہواجس میں سابق صدر میجر جنرل(ر) سردار محمدانور خان، پیپلز پارٹی کے صدرسردار خالد ابراہیم، امیر جماعت اسلامی عبدالرشید ترابی، آل جموں وکشمیر مسلم کانفرنس کے سردار سیاب خالد، لبریشن لیگ کے صدر جسٹس (ر) عبدالمجید ملک، پیپلز پارٹی شہید بھٹو گرئوپ کے صدر چوہدری منیر کے علاوہ مسلم لیگ(ن)کے سیکرٹری جنرل شاہ غلام قادر، سینئر نائب صدر چوہدری طارق فاروق نے بھی شرکت کی۔ اجلاس میں طے پایا کہ وزیر امور کشمیر منظور وٹو کی طرف سے بلائی جانیوالی کشمیری راہنمائوں کی میٹنگ میں شرکت کرکے جماعتیں ایکٹ1974ء میں ترامیم کیلئے اپنی اپنی تجاویز دیتے ہوئے متفقہ موقف اختیار کرینگی۔ اجلاس کی تفصیلات سے آگاہ کرتے ہوئے لیگ کے مرکزی رہنماء عبدالخالق وصی ایڈوکیٹ نے بتایا کہ 30اگست کو منعقد کی جانے والی کانفرنس کے اختتام پر اپوزیشن راہنما پریس کانفرنس میں اپنا نکتۂ نظر بھی بیان کرینگے۔انہوں نے کہا کہ مسلم لیگ کا موقف واضح ہے کہ ہم خطے میں ایک با اختیار حکومت چاہتے ہیںاور لیگی قیاد ت اس حوالے سے اپنی جدو جہد جاری رکھے گی۔انہوں نے کہا کہ اجلاس میں آزاد حکومت ریاست جموں وکشمیر کو اعلان24اکتوبر1947کے مطابق مکمل بااختیار بنانے پر زور دیا گیا۔اجلاس میںاو آئی سی کانفرنس منعقدہ مکہ میں جموں وکشمیر کے نمائندوں کو مدعو نہ کرنے پر اظہار افسوس کیا گیااور اسے حکومت پاکستان کی کشمیرکے بارے میں عدم د لچسپی ، نااہلی اور سفارتی ناکامی قرار دیا گیا اور ستمبر میں ہونے والے پاک بھارت وزراء خارجہ مذاکرات میں مسئلہ کشمیر کو کلیدی حیثیت دینے کا مطالبہ کیا گیا۔

اسلام آباد//پاکستان پیپلز پارٹی اور اتحادی جماعتوں کی پارلیمانی پارٹی کا ایک اجلاس گزشتہ شب کشمیر ہائوس اسلام آباد میں صدر ریاست سردار محمد یعقوب خان اور وزیر اعظم و قائد ایوان چوہدری عبدالمجید کی صدارت میں منعقد ہوا جس میں پیپلز پارٹی کے سینئر رہنماء اور اتحادی جماعتوں کے نمائندوںنے شرکت کی۔یہاں جاری ایک بیان کے مطابق اجلاس میں موجودہ سیاسی صورتحال‘ آزاخطے میںحالیہ مون سون کی بارشوں سے ہونے والے نقصانات اور ایکٹ 1974 میں ترامیم اور وزیر امور کشمیر میاں منظور احمد وٹو کی طرف سے طلب کردہ آزاد کشمیر کے عبوری آئین ایکٹ 1974 میں ترامیم کے حوالہ سے آل پاٹیز کانفرنس کے حوالہ سے تفصیلی غور و خوض کیا گیا۔ اجلاس میں مختلف قرار دادیں بھی پاس کی گئیں جن میں پارلیمانی پارٹی نے مسئلہ کشمیر پر حکومت پاکستان کے موقف کی مکمل حمایت و تائید کرتے ہوئے عالمی سطح پر مسئلہ کشمیر کو اجاگر کرنے میں حکومت پاکستان کی کشمیریوں کے حق خودارادیت کیلئے کی جانے والی کاوشوں پر اظہار اطمینان کیا گیا اور آزاد حکومت کی جانب سے حق خودارادیت کے حصول تک اپنی جدوجہد کو جاری رکھنے کے عزم کا اظہار کیا گیا اور عالمی برادری سے اپیل کی گئی کہ وہ کشمیری عوام کو ان کا پیدائشی حق اقوام متحدہ کی قراردادوں کے مطابق دلانے کیلئے اپنا کردار ادا کرے۔ اجلاس میںایک اور قرار داد کے ذریعے وزیر امور کشمیر میاں منظور احمد وٹو کی طرف سے آزاد کشمیر کے عبوری ایکٹ 1974 میں ترامیم کے حوالہ سے 30 اگست کو طلب کردہ آل پارٹیز کانفرنس کا خیر مقدم کرتے ہوئے ایکٹ 1974 میں معروضی حالات کے مطابق ترامیم کو ناگزیر قرار دیا گیا۔ ایک اور قرار داد میں کل جماعتی حریت کانفرنس کی قیادت پر مکمل اعتماد کا اظہار کرتے ہوئے کہا کہ حریت قیادت مسئلہ کشمیر کے حل اور حق خودارادیت کے حصول کیلئے جو بھی متفقہ فیصلہ کرے گی اسے پاک زیر انتظام کشمیر کی حکومت اور کشمیری عوام قبول کریں گے۔

Islamabad, Aug 29: The Ministry of Kashmir Affairs is all set to host an All Parties’ Conference in Islamabad on Thursday wherein heads of political parties of Pakistan administered Kashmir (PaK) would share their expertise and opinion regarding the empowerment of local government.
Officials said the Conference is aimed at making necessary amendments in the existing interim constitution, which is largely being perceived as a hurdle in the way of socio-economic development in the region.
The Minister for Kashmir Affairs, Manzoor Ahmed Watoo has summoned the high profile meeting on this sensitive subject and invited almost all the mainstream political parties in the conference that includes the Pakistan Peoples Party headed by incumbent prime minister Chaudhary Majeed, Pakistan Muslim League PaK chapter headed by Raja Farooq Hyder, Muslim Conference led by Sardar Attique Ahmed Khan, Peoples Party headed by Sardar Khalid Ibraheem, Jammat-e-Islami and the heads of other regional parties respectively.
Talking to Greater Kashmir, veteran Kashmiri leader and chairman of Peoples Party (PaK) Sardar Khalid Ibraheem said, “we have received the invitation but the final decision on whether to attend the conference or not would be taken duly after holding deliberations with party stalwarts and legal experts on the subject”.  He, however, stated that his party’s stance in this regard was very much clear. “Our party is of the view that there is a dire need to revisit the Act 1974 so as to get rid of the contentious issues that have become source of irritation and discomfort”, he said.
Commenting on the development, renowned columnist and writer, Ershad Mahmud said that it was by and large a golden opportunity whereby stakeholders can sit and talk together to hammer out solution to all intriguing issues.
“Today when PPP rules both in PaK as well as at the centre, it provides a unique opportunity to them to do away with this dual system of governance so that people of PaK could remain associated with center (Pakistan) in a much dignified manner”.
He was of the view that the dual system introduced in the region (PaK) under the garb of interim act of 1974 has been a stumbling block in the way of region’s peace and prosperity. He maintained that the people of PaK have great expectations from central government and they want adequate constitutional, financial as well as administrative powers to run the State Affairs in a befitting manner.
Renowned jurist and the former chief Justice of PaK, Justice (retired) Manzoor Gilani termed the Kashmir Affairs Minister’s move as an attempt to ward off pressure from civil society to abolish Kashmir Council.
“It is high time that all the stakeholders including political parties of AJK and the government of both AJK and Pakistan should come forward with a positive frame of mind to take advantage of the situation”.
Justice (Retd) Gilani, who is also head of Association of Rights of people of Jammu Kashmir said in the backdrop of 18th, 19th and 20th constitutional amendments the powers devolved to other provinces of Pakistan should likewise be granted to Gilgit-Baltistan and PaK.
He maintained that in the light of recent constitutional amendments federating powers should be directly ceded to the government of Pakistan rather than the Council (KC).
Unless Kashmir dispute is resolved, Gilani opined that Kashmiris should be given due representation in the parliament of Pakistan, the senate and other constitutional institutions of Pakistan like National Economic Council, Finance Commission and Council for Common Interest
Meanwhile, Muslim Conference led by former PaK premier Sardar Attique Ahmed Khan has termed Kashmir Affairs Minister’s move as a welcome development saying that it was high time for PPP government to correct their mistakes committed in the past. Addressing an extraordinary meeting of the parties parliamentary committee Khan said that his party would extend all out support to the government of Pakistan in revamping and restoration of Act 1974 in its original shape.

Opposition parties to adopt joint stand
The opposition parties of Pakistan administered Kashmir (PaK) at a joint sitting here on Wednesday agreed to adopt a unanimous stand regarding the amendments in Act 1974.
Held under the leadership of Muslim League (N) headed by former PaK premier Raja Farooq Hyder Khan, the meeting was attended by former PaK president Sardar Anwar Khan, Sardar Khalid Ibraheem, JI Chief Abdul Rasheed Turabi, MC leader Sardar Sayab Khalid, Chairman Liberation League Justice (retired) Abdul Majeed Malik, PML-N secretary general Shah Ghulam Qadir and several others.
Deliberating on various issues relating to the Interim Constitution Act of 1974, the participants of the meeting resolved that while presenting suggestions each party would adhere to the agreed agenda. They maintained that at the end of conference the opposition leaders would also talk to media to present their view point on this particular subject.
They resolved that in view of the changes sweeping in the region there was a dire need that the elected government of region should be fully empowered as per the declaration of October 24, 1947.
The leaders of the opposition parties also voiced their serious concern over OIC for not inviting Kashmiri leadership in the recent summit held in Mecca. Terming it as incumbent government’s diplomatic failure, incompetence and its apathy towards Kashmir issue, they demanded the government of Pakistan should raise the Kashmir issue vociferously in the upcoming Indo-Pak foreign secretaries meeting.

شہنشاہِ غزل خاموش

شعلہ تھا جل بجھا ہوںہوائیں مجھے نہ دو  
میں کب کا جا چکا ہوں صدائیں مجھے نہ دو

اسلام آباد//برصغیر کے مایہ ناز گلوکار اور شہنشاہِ غزل مہدی حسن طویل علالت کے بعد بدھ کی دوپہر کراچی کے آغا خان ہسپتال میں انتقال کر گئے۔ اُن کی عمر 85 برس تھی۔ شہنشاہ غزل فالج کے عارضے میں مبتلا ہوئے تھے اور گذشتہ کئی برسوں سے وہ سینے، پھیپھڑوں اور مثانے کے مختلف اَمراض میں بھی مبتلا چلے آ رہے تھے۔ ہسپتال انتظامیہ کا کہنا ہے کہ بدھ کی صبح ساڑھے نو بجے کے قریب ان کی طبیعت اچانک بگڑنا شروع ہوگئی اور بارہ بجکر پندرہ منٹ پر ان کا انتقال ہوگیا۔ مہدی حسن کی تدفین 15جون بروز جمعہ کو ہو گی۔مہدی حسن کو 15دن قبل اسپتال میں دوبارہ داخل کیا گیا تھا اور 5 دن قبل ان کی طبیعت میں بہتری آئی جسکے بعد اہل خانہ سے بات بھی کی تھی۔80کی دہائی میں علالت کی وجہ سے مہدی حسن نے گلوکاری کا سلسلہ ترک کردیا تھا تاہم صحت بحال ہونے کے بعد انہوں نے لتا منگیشکر کے ساتھ ’’تیرا ملنا‘‘ گایا ۔اکتوبر 2010  میں ’سرحدیں‘ البم میں جاری کیا گیا۔ سمجھا جاتا ہے کہ یہ ان کا آخری نغمہ تھا۔خیال رہے کہ  13 جنوری2012 کوبھی ان کی موت کی افواہ اڑی تھی لیکن ان کے بیٹے آصف مہدی نے اس کی تردید کرتے ہوئے بتایا تھا کہ انکے والد زیر علاج ہیں۔ مہدی حسن کے انتقال کے ساتھ غزل گائیکی کا سنہری دور ختم ہوگیا۔ گزشتہ ماہ راجستھان کے وزیراعلیٰ اشوک گہلوت نے وزیر خارجہ ایس ایم کرشنا سے درخواست کی تھی کہ مہدی حسن اور ان کے اہلِ خانہ کو بھارت آنے کے لئے ویزا دیا جائے۔ راجستھان سرکار نے اُن کے علاوج و معالجہ سرکاری

 مہدی حسن 18جولائی1927کو راجستھان (بھارت) ضلع جے پورکے گاؤں لونا میں پیدا ہوئے۔ 1947میں بیس سالہ مہدی حسن اہلِ خانہ کے ساتھ نقلِ وطن کر کے کراچی گئے اور محنت مزدوری کے طور پر سائیکلیں مرمت کرنے کا کام شروع کیا۔انہوں نے مکینک کے کام میں مہارت حاصل کی اور پہلے موٹر مکینک اور اسکے بعد ٹریکٹر کے میکینک بن گئے۔ مہدی حسن ایک محنتی طالب علم کی طرح نجی مصروفیات اور گھریلو ذمہ داریوں کے باوجود موسیقی کے خیال سے غافل نہیں رہے اور انہوں نے عمر کے کسی حصّے میں بھی ریاض سے گریز نہیں کیا۔ان کا موسیقی کے معروف گھرانے کلاونت سے تعلق تھا،موسیقی کی ابتدائی تعلیم والد عظیم خان اور چچا اسماعیل خان سے حاصل کی۔ مہدی حسن نے کلاسیکی موسیقی میں اپنے آپ کو متعارف کروایا، جب آٹھ سال کے تھے۔اور پچپن سے ہی گلوکاری کے اسرار و رموز سے آشنا تھے ۔مگر اس سفر کا باقاعدہ آغاز 1952 میں ریڈیو پاکستان کے کراچی سٹوڈیو سے ہوا جب انہیں وہاں ٹھمری گانے کا موقع فراہم کیا گیا اور اس کے بعد انہوں نے پیچھے نہیں دیکھا۔وہ پچیس ہزار سے زیادہ فلمی، غیر فلمی گیت اور غزلیں گا چکے ہیں۔ گویا سر کے سفر کی داستان کئی دہائیوں پر محیط ہے۔ان کی آواز بہت ہی مدھر تھی، جو کہ غزل گائیکی کیلئے بالکل مناسب تھی۔ ان کی دھنیں اور موسیقی شاعر کے جذبات کی ترجمانی کرتے ہیں۔ یہ کہنا بھی غلط نہیںہوگا کہ انہوںنے غزل کو اور آسان بنا کر اسے عام آدمی کے قریب تر لایا۔مہدی حسن اردو شاعری کو بہت اچھی طرح سمجھتے تھے اور ان کی غزلوں کا انتخاب بھی بہترین تھا۔ ریڈیوپر فیض احمد فیض کی غزل ’’گْلوں میں رنگ بھرے بادِ نور بہار چلے‘‘ پہلی مشہور غزل تھی ، فلمی گائیکی کی ابتداء فلم ’’شکار‘‘ سے کی۔ مہدی حسن نے 325 سے زائد فلموں میں بے شمار مقبول گانے گائے۔ انہوں نے تمغہ حسن کارکردگی اور ہلالِ امتیاز سمیت پاکستان کے تمام نمایاں قومی سطح کے ایوارڈ حاصل کئے، جن میں 9 نگار ایوارڈ بھی شامل ہیں، حکومت نیپال نے سب سے بڑا سویلین ایوارڈ ’’گورکھا دکشن باہو‘‘ دیاجبکہ بھارت میں انہیں ’’سہگل ایوارڈ‘‘ سے نوازا گیا۔ انہوں نے امریکہ، برطانیہ، مڈل ایسٹ، بھارت، بنگلہ دیش، جنوبی افریقہ اور آسٹریلیا وغیرہ میں اپنے فن کا جادو جگایا۔ سنجیدہ حلقوں میں اْن کی حیثیت ایک غزل گائیک کے طور پر مستحکم رہی۔ اسی حیثیت میں انہوں نے برِصغیر کے ملکوں کا کئی بار دورہ کیا۔ بھارت میں اْن کے احترام کا جو عالم تھا وہ لتا منگیشکر کے اس خراجِ تحسین سے ظاہر ہوا کہ مہدی حسن کے گلے میں تو بھگوان بولتے ہیں۔ نیپال کے شاہ بریندرا اْن کے احترام میں اْٹھ کے کھڑے ہوجاتے تھے اور فخر سے بتاتے تھے کہ انھیں مہدی حسن کی کئی غزلیں زبانی یاد ہیں۔پاکستان کے صدر ایوب، صدر ضیاء الحق اور صدر پرویز مشرف بھی اْن کے مداح تھے اور انھیں اعلیٰ ترین سِول اعزازات سے نواز چْکے تھے، لیکن مہدی حسن کے لیے سب سے بڑا اعزاز وہ بے پناہ مقبولیت اور محبت تھی جو انھیں عوام کے دربار سے ملی۔ ہند و پاک سے باہر بھی جہاں جہاں اْردو بولنے اور سمجھنے والے لوگ آباد ہیں، مہدی حسن کی پذیرائی ہوتی رہی اور سن 80کی دہائی میں انھوں نے اپنا بیشتر وقت یورپ اور امریکہ کے دوروں میں گزارا۔مہدی حسن کثیرالاولاد آدمی تھے۔ اْن کے چودہ بچّے ہیں، نو بیٹے اور پانچ بیٹیاں۔ اپنے بیٹوں آصف اور کامران کے علاوہ انھوں نے پوتوں کو بھی موسیقی کی تعلیم دی اور آخری عمر میں انھوں نے پڑدادا بننے کا اعزاز بھی حاصل کرلیا اور اپنے پڑپوتوں کے سر پہ بھی دستِ شفقت رکھا۔اْن کے شاگردوں میں سب سے پہلے پرویز مہدی نے نام پیدا کیا اور تمام عمر اپنے اْستاد کو خراجِ عقیدت پیش کرتے رہے۔ بعد میں غلام عباس، سلامت علی، آصف جاوید اور طلعت عزیز جیسے ہونہار شاگردوں نے اْن کی طرز گائیکی کو زندہ رکھا۔وہ جگجیت سنگھ کے بھی استاد تھے۔ ملکہ ترنم نور جہاں نے کہا تھا کہ ایسی آواز صدیوں میں ایک بار پیدا ہوتی ہے، آج مداّح اور ممدوح دونوں ہی اس دنیا میں نہیں لیکن موت نے صرف اْن کا جسدِ خاکی ہم سے چھینا ہے۔ اْن کی لازوال آواز ہمیشہ زندہ رہے گی۔راجستھان کی حکومت کی دعوت پر مہدی حسن نے 2000 میں راجستھان کا دورہ بھی کیا تھا اور اس دوران وہ اپنے آبائی گاوں لونا بھی گئے تھے۔ اور اپنے مرحوم دادا امام الدین کی قبر پر فاتحہ بھی پڑھی تھی۔وہ اس سے قبل بھی لونا گاوں کا دورہ کرچکے تھے اور گاوں کے سرکاری اسکول کی عمارت کی تعمیر میں مالی مدد بھی کی تھی۔لونا گاوں کے رہنے والے بھی مہدی حسن سے بہت محبت کرتے تھے اور ان کی علالت کے دوران ان کی صحت کے لئے مسلسل دعائیں کرتے رہے تھے۔

این آر او کیس میں راجہ پرویز کی عدالت عظمیٰ میں پیشی

اسلام آباد// پاکستانی وزیر اعظم راجہ پرویز اشرف این آر او کیس پر عمل درآمد سلسلہ میں سوموار کو عدالت عالیہ کے پانچ رکنی بینچ کے سامنے پیش ہوئے جہاں پر انہوں نے عدالت کو یقین دلایا کہ انکی حکومت عدالتی فیصلے کا احترام کرتی ہے تاہم انہوں نے عدالت سے درخواست کی کہ آئینی ماہرین سے مشاورت کے لئے حکومت کو چار سے چھ ہفتے کی مہلت دی جائے تاکہ معاملے کو احسن انداز میںحل کیا جاسکے۔ سپریم کورٹ نے راجہ پرویز اشرف کا بیان ریکارڑ کرنے کے بعدوزیر اعظم کو مشاورت کے لئے تین ہفتوں کی مہلت دیتے ہوئے کیس کی سماعت آیندہ ماہ کی 18تاریخ تک ملتوی کردی۔ وزیر اعظم نے اپنا بیان دیتے ہوئے عدالت کو بتایا کہ وہ سابق وزیر اعظم کی طرح اعلیٰ عدلیہ کے سامنے پیش ہوئے ہیں۔ انکا کہنا تھا انہوں نے دو ماہ قبل وزارت عظمیٰ کی بھاگ ڈور سنبھالی ہے۔ ملک کو درپیش مسائل کا حوالہ دیتے ہوئے وزیر اعظم نے کہا کہ پاکستان کو کافی مسائل کا سامنا ہے تاہم یہ معاملہ بھی بہت اہم ہے لیکن حکومت کی کوشش ہے کہ اس ایشو کو ایسے حل کیا جائے جس سے عدالت کا وقا ر بھی برقرار رہے۔ انہوں نے کہا کہ وہ کسی صورت عدالتی نافرمانی کا تاثر نہیں دینا چاہتے۔ انہوں نے اس امید کا اظہار کیا کہ کوئی نہ کوئی راہ نکل آئے گی جس سے عدالت کا وقار بھی بلند ہوگا۔ جسٹس آصف سعید کی سربراہی میںاعلیٰ عدلیہ کے پانچ رکنی بینچ نے اپنے ریمارکس میںکہا کہ عدالت میں پیش ہونا احترام نہیں بلکہ عدالتی فیصلے پر عمل درآمد کرنا عدلیہ کا احترام ہے۔ جسٹس آصف کا کہنا تھا کہ یہ تاثر بالکل غلط ہے کہ وزیراعظم نے خود خط لکھنا ہوتا ہے بلکہ وہ خط لکھنے کا اختیار وزیر قانون یا کسی اور کو دے سکتا ہے۔ سوئیس کیس کی بحالی ضروری قرارد یتے ہوئے جسٹس آصف نے اپنے ریمارکس میں کہا کہ یہ کیس اتنا پیچیدہ نہیں تھا جتنا اس سے الجھایا گیا۔ دریں اثناء وزیر اطلاعات قمر زمان کائرہ نے میڈیا سے گفتگو کرتے ہوئے کہا کہ وزیر اعظم کا عدالت میں پیش ہونا اس بات کا بین ثبوت ہے کہ حکومت عدلیہ کا احترام کرتی ہے۔انہوں نے امید ظاہر کی کہ موجودہ حکومت این آراو کے حل کے حوالے سے ماہرین کے ساتھ مشاورت کے بعد کوئی نہ کوئی حل ضرور نکال لے گی۔ایک سوال کے جواب میں انہوں نے کہا کہ پیپلز پارٹی کی حکومت  محض وقت گذاری نہیں بلکہ مسائل کا حل چاہتی ہے۔انہوں نے واضع کیا کہ دو یا تین ہفتوں کی مہلت سے بلا حکومت کونسا تیر مارے گی۔انہوں نے کہا کہ یہ تاثر بالکل غلط ہے کہ ہم وقت گذاری کے لیے ایسے اقدام کرتے ہیں۔

پاک زیر انتظام کشمیرمیں نافذالعمل ایکٹ میں آئینی ترامیم کیلئے کل جماعتی کانفرنس طلب

اسلام آباد// وفاقی وزیر امور کشمیر وگلگت بلتستان منظور احمد وٹو نے پاک زیر انتظام کشمیرمیں نافذالعمل ایکٹ 1974میں آئینی ترامیم کے حوالے سے کل جماعتی کانفرنس بلائی جسمیں خطے کی سیاسی قیادت کو دعوت دی گئی ہے کہ وہ ترامیم کے حوالے سے مرکزی حکومت کو اپنی آراء اور تجاویز پیش کریں تاکہ جو بھی آئینی ،قانونی اور انتظامی امور وفاقی اور آزادخطے کی حکومتوں کے مابین تنازعات اور الجھائو کا سبب بنتے ہیں انہیں حل کیا جاسکے۔30اگست بروزجمعرات کو منعقد ہونے والی اس اہم کانفرنس میں پاک زیر انتظام کشمیر کی تمام سیاسی جماعتوں جن میں حکمران جماعت پاکستان پیپلز پارٹی، مسلم لیگ (ن)، مسلم کانفرنس، پیپلز پارٹی آزاد کشمیر، ایم کیو ایم ، جماعت اسلامی اور دیگر سیاسی جماعتوں کے سربراہان کو مدعو کیا گیا ہے۔کشمیر عظمیٰ سے گفتگو کرتے ہوئے کشمیر ی رہنماء سرادار خالد ابراہیم کا کہنا تھا کہ وفاقی وزیر کی جانب سے انہیں دعوت نامہ ملا ہے تاہم میٹنگ میں شمولیت کا فیصلہ پارٹی کے دیگر رہنمائوں اور قانونی ماہرین کے ساتھ باضابطہ طور پر مشاورت کے بعد کیا جائے گا۔انکا کہنا تھا کہ آئینی ترامیم کے حوالے سے انکی پارٹی کا موقف واضح ہے کہ وہ چاہتے ہیں کہ ایکٹ1974کا از سر نو جائزہ لیا جائے تاکہ جو بھی معاملات ہوں وہ افہام و تفہیم سے حل کیے جائیں ۔معروف قلم کار اور تجزیہ نگار ارشاد محمود کا کہنا تھا کہ پیپلزپارٹی کی حکومت کی جانب سے یہ پہل قدمی ایک مناسب قدم ہے جس سے بھرپور فائدہ اٹھا یا جانا چاہیے۔انکا کہنا تھا کہ آزادخطے کے لوگ وفاقی حکومت سے حسن سلوک کی توقع رکھتے ہیں اور یہ چاہتے ہیں کہ انہیں اندرونی معاملات چلانے کے لیے زیادہ سے زیادہ اختیاردیا جائے۔ انہوں نے کہا کہ ضرورت اس امر کی ہے کہ وزارت امور کشمیرکونسل کے ذریعے آزادخطے کے روزمرہ کے حکومتی امور میں مداخلت سے گریز کرے ۔انہوں نے کہا کہ آج جبکہ مظفرآباد اور اسلام آباد دونوں میں ایک جماعت کی حکومتیں قائم ہیں،یہ ایک سنہری موقع ہے کہ یہ دوہرا نظام حکومت ختم کیا جائے اور تاکہ آزادخطے کے لوگ باوقار انداز میں پاکستان کے ساتھ جڑے رہیں۔ انہوں نے کہا کہ یہ ایک اچھا موقع ہے کہ منظور احمد وٹو کی دعوت سے بھرپور فائدہ اٹھایا جانا چاہیے کیونکہ یہی ایک واحد طریقہ ہے جو الجھے ہوئے مسائل کو حل کراسکتاہے۔سابق چیف جسٹس منظور گیلانی نے کانفرنس کے حوالے سے کہا کہ وفاقی وزیر کایہ اقدام بنیادی طور پر کونسل کے اختیارات کو ختم کرنے کے حوالے سے جو پریشر بلڈہوا ہے اس سے ریلیز کرنا ہے۔ تاہم انہوں نے کہا کہ یہ ایک موقع ہے جسکا سیاسی قائدین،حکومت آزاد کشمیر اور پاکستان کو اٹھانا چاہیے تاکہ معاملات کو احسن انداز میں حل کیا جاسکے۔جسٹس گیلانی جو Association for the rights of the people of Jammu Kashmirکے سربراہ بھی ہیں نے کہا کہ انکی انجمن آزادکشمیر اور گلگت بلتستان میں مساوی نظام چاہتی ہے۔انہوں نے کہا کہ 18،19اور20ویں آئینی ترامیم کی روشنی میں پاکستان کے دیگر صوبوں کی طرح کشمیر اور گلگت بلتستان کو من و عن تفویض کئے جائیں۔انہوں نے کہا کہ دیگر آئینی اختیارات جو کونسل کو حاصل ہیںوہ کونسل کے بجائے حکومت پاکستان کو برائے راست دئیے جانے چاہیں۔گیلانی نے کہا کہ وہ سمجھتے ہیں کہ جب تک مسئلہ کشمیر حل نہیں ہوتا آزاد کشمیر اور گلگت بلتستان کے عوام کو پاکستان کے پارلیمنٹ ،سینٹ اور دیگر آئینی اداروں جیسے National Economic Council،Finance CommissionاورCouncil for Common Interestsمیں نمائندگی دی جائے۔دریں اثناء جموں  و کشمیر مسلم ککانفرنس کے صدر سابق وزیراعظم سردار عتیق احمد خان نے مسلم کانفرنس کی پارلیمانی پارٹی کے اجلاس سے خطاب کرتے ہوئے کہا کہ حکومت پاکستان کی جانب سے کشمیری جماعتوںکی کانفرنس خوش آئند ہے ۔انہوں نے کہا کہ کشمیری کونسل کے معاملات کو جلد یکسو کرنا مرکز اور آزاد حکومت دونوں کے مفاد میں ہے۔انہوں نے کہا کہ پیپلز پارٹی کے پاس ماضی کی غلطیوں کے ازالے کا یہ بہترین موقعہ ہے۔انہوں نے کہا کہ انکی جماعت آئینی اصلاحات اور ایکٹ 74 کی اصل حالت میں بحالی کے لیئے حکومت پاکستان کی ہر ممکن امداد کرنے کے لیے تیار ہے۔سردار عتیق کا کہنا تھا کہ ایکٹ74 میں اصلاحات کرنے اور اسے اصل حالت میں بحال کرنیکی سیاسی اور اخلاقی طور پر بھی پیپلز پارٹی کی ذمہ داری ہے کیونکہ 1976 میںایکٹ 74 کوبگاڑنے اور موجودہ شکل دینے کی ذمہ دار بھی پیپلز پارٹی ہے۔میٹنگ کے دوران حکومت پر زور دیا گیا ہے کہ وہ آزادخطے کی باقی ماندہ جماعتوںحریت کانفرنس کے دونوں دھڑوں، جمعیت علماء اسلام آزاد کشمیر جمیعت اہل حدیث ،ایم کیوایم، جموں کشمیر لیبریشن فرنٹ، محاز رائے شماری ، اسلامک ڈیموکریٹک پارٹی ،پاکستان عوامی تحریک آزاد کشمیر کو بھی مدعو کرے۔میٹنگ میںآزادخطے کے سابق صدور میں مجاہد اول سردار محمد عبدالقیوم خان ،سردار محمد انور خان اور راجہ ذوالقرنین خان کو مدعو نہ کرنے پر افسوس اور حیرت کا اظہار کیا گیا۔

Don’t forget underprivileged on Eid: Salahuddin

Islamabad, Aug 17: On the eve of Eid-ul-Fitr, the Chairman of United Jihad Council (UJC), Syed Salahuddin has extended heartfelt greetings to the people of Kashmir while urging them not to forget the underprivileged section of the society.
 In his Eid message to the people of Kashmir, the UJC chief said that on this auspicious occasion the well-off people should take care of those who have suffered for last several years.
 “They (wealthy) must share their joys and happy moments with widows, orphans, disabled and the heirs of martyrs and extend helping hand to underprivileged and hapless people languishing in jails”, he said.
 The UJC chief said that for last several decades Kashmiris have been fighting for right to self-determination with great courage and perseverance.
 He said that freedom movements across the globe were crowned with success, as the oppressors and aggressors face defeats everywhere. “The Kashmiris’ movement is en-route to its success”, he added.

Islamabad, Aug 11: The segregated factions of Hurriyat conference at a joint session here on Saturday paid eulogizing tributes to PL Chairman Shiekh Abdul Aziz and reiterated their pledge to continue the ongoing struggle at all fronts to get the sacred mission of martyrs accomplished.

Highlighting supreme sacrifices of the deceased leader, APHC leaders hailed the PL Chief’s peerless contribution towards Kashmiris’ ongoing struggle and termed him as icon of the “freedom movement”. Referring to the unpredicted sacrifices of the people of Kashmir, they said that it was unfortunate that despite offering tremendous sacrifices Kashmiris were far behind from their goal.

“It is high time that all the pro-freedom leadership should sit and reflect deeply on the subject to analyze as what went to wrong that nothing tangible has been achieved despite huge sacrifices and years long struggle that consumed hundreds and thousands of precious lives over the years”, they said adding that it was time for introspection both at individual as well as collective level.

Terming unity as key to success the speakers on the occasion appreciated the recent move regarding the setting up of joint committees comprising of members of both the factions and expressed the hope that the working relationship between the leaders of segregated factions in Pakistan would help to forge broad bases consensus in the valley thereby bringing separatist leadership close to each other.

Of those who spoke on the occasion included APHC convener Mehmood Ahmed Saghar, Ghulam Muhammad Safi, Sheikh Yaqoob and Ghulam Nabi Nowsheri.

Earlier, Quran Khawani was held at the amalgam’s office, which was attended by representatives of both Hurriyat factions and leaders of JKLF. On the occasion special prayers were offered for thousands of Kashmiri martyrs who laid down their lives during the ongoing struggle.

It may be recalled here that senior APHC leader and the chairman of Peoples League Sheikh Abdul Aziz was shot dead by troops on 11 August 2008 while he along with other APHC leaders was leading a big procession from Srinagar to the Line of Control against the economic blockade of the Kashmir valley.

India should not stop water of Rivers allocated to Pak: Fazlur Rahman

Islamabad, Aug 13: Urging India not to stop water of different rivers flowing down from Kashmir into Pakistani territory, the Chairman Pakistan’s Parliamentary Committee on Kashmir Maulana Fazlur Rahman has said that stoppage of water by India had caused huge water shortage in Pakistan besides damaging the country’s economy.

“If India strangles our economy thereby stopping water of rivers, we won’t throw flowers in reaction”, Rehman said in a statement issued here on Monday. Such conduct on the part of India he warned would be harmful for peace in the sub-continent.

He observed that under the Indus Water Treaty Chenab, Jehlum and Indus rivers were allocated to Pakistan. However, he maintained that not withstanding to the spirit of the Treaty India had built many dams on them, which has caused severe shortage of water in Pakistan, damaging its economy, especially the agriculture.

 “Now, India has started building dams on the tributaries of these rivers, which will further stop water flowing towards Pakistan and will further damage our economy”, the KC chief said adding that India produced electricity in Kashmir, but took it to India and the poor Kashmiris were not getting this facility.

He said that Indian leaders on one hand issue statements of friendship towards Pakistan while on the other it does not slip any opportunity to hit Pakistan and destroy its economy. “India did not resolve Kashmir issue for the last 65 years and is inflicting all sorts of atrocities on the hapless people of Kashmir”, the statement said. “Therefore, instead of issuing statements hollow slogans of friendship with Pakistan, India should undertake practical measures to that effect”, he added.

Observe 15 August as Black Day: Sallahudin

Muzaffarabad, Aug 13: Affirming his full support to APHC (G) Chairman Syed Ali Gilani’s call for observing 15 August (India’s independence day) as Black Day, the Chairman of United Jihad Council Syed Sallah-u-din has said that India had forcibly occupied Kashmir and under the pretext of so-called security the occupation forces in the territory had caused havoc, making peoples’ lives miserable.

“The purpose of observing India’s Independence Day as a Black Day is to express our resentment and anger against India’s illegal occupation besides exposing its ugly face to the world”, the UJC chief said this in a statement issued here on Monday. He made it clear that Kashmiris were not against any country’s freedom; however, he was of the view that it does not auger well for the rulers of an independent nation to usurp the fundamental rights of other nation.

Hizb chief regrettably noted that since 1947 India had killed over half a million Kashmiris just for demanding their right to self-determination. Referring to HR situation he said over the past several years, extra-judicial killings, molestation of women, arbitrary detention and forcible disappearances and human rights violations have been rampant in the valley.  “ Since five Lack Kashmiris have been killed, hundred and thousands of Kashmiri women were molested, over 16 thousand people went to missing and thousands of mass and unnamed graves have been discovered in Jammu and Kashmir”, he said adding that celebrating independence day after committing human rights violations at such a large scale is a profanation of freedom on the part of India.

The UJC chief also decried International community’s apathy towards Kashmir and Kashmiris saying that the criminal negligence on the part of world community was highly condemnable. Lauding Kashmiris’ sacrifices and particularity the role of “militants” who were engaged in the field, Sallahudin assured the Kashmiri people that the struggle would remain continue at all fronts unless and until the people of Kashmir achieve their cherished goal. He said that the UJC and the heirs of Kashmiri martyrs would make all out efforts to lead the movement to its logical conclusion. He expressed the hope that the day was not far when Kashmiris would get rid of what he called the Indian subjugation.

غیر وابستہ ممالک مسئلہ کشمیر حل کرانے میں کردار ادا کریں: سردار عتیق

اسلام آباد //پاک زیر انتظام کشمیر کے سابق وزیراعظم اور مسلم کانفرنس کے صدرسردار عتیق احمد خان نے مسئلہ کشمیر کے فوری حل کی ضرورت پر زور دیتے ہوئے غیر وابستہ ممالک کے سربراہان سے اپیل کی ہے کہ وہ رواں ماہ منعقد ہونے والی تہران کانفرنس میں مسئلہ کشمیر کے حل پر توجہ مرکوز کریں تاکہ جنوبی ایشیا میں امن وسلامتی اور خوشحالی کو یقینی بنایا جاسکے۔سابق وزیر اعظم نے راولپنڈی اسلام آباد کے صحافیوں کے اعزاز میں دیئے گئے افطار ڈنر سے خطاب کر تے ہوئے کہا کہ تہران میں غیر وابستہ ممالک کی سربراہ کانفرنس ایک ایسے وقت پہ منعقد ہو رہی ہے جب خطہ افرا تفری اور انتشار کا شکار ہے ایسے میں تمام ممالک کو مسئلہ کشمیر کے حل کیلئے اپنا کردار ادا کرنا چاہیے۔انہوں نے اس امید کا اظہار کیا کہ تہران میںپاکستان کے صدر اور بھارتی وزیراعظم کے درمیان  ہونے والی ملاقات میں بھی مسئلہ کشمیر کو زیر غور لایا جائے گا۔انہوں نے کہا کہ آج دنیا بھر میں مسئلہ کشمیر کے حل کی بات ہو رہی ہے لیکن یہ انتہائی افسوسناک بات ہے کہ حزب اقتدار اور حزب اختلاف کی دونوں بڑی جماعتوں نے مسئلہ کشمیر پر چپ سادھ لی ہے۔تاہم انکا کہنا تھا کہ پاکستان کے عوام نے ہمیشہ اہل کشمیر اور مسئلہ کشمیر پر ہمارا ساتھ دیا ہے۔ انہوں نے کہا کہ پاکستانی قوم نے کبھی ٹھوس موقف سے پسپائی اختیار نہیں کی بلکہ عوام کی پالیسی آج بھی قائداعظم کی کشمیر پالیسی کے تابع ہے۔سابق صدر پرویز مشرف کا ذکر کرتے ہوئے انہوں نے کہا کہ مشرف نے بھارت کی سرزمین پرسینہ تان کے بھارتی قیادت پر یہ واضح کیا تھا کہ پاک بھارت بہتر تعلقات کے لئے مسئلہ کشمیر کا حل انتہائی ناگزیر ہے۔انہوں نے کہا کہ اس کے برعکس موجودہ حکمران اور حزب اختلاف کی جماعتیں پاکستان کے اندرکشمیر کا نام لینے سے ڈرتے ہیں۔ انہوں نے کہا کہ پاکستان کی حکومت اور اپوزیشن کو مسئلہ کشمیر سے پسپائی اختیار کرنے پر قائداعظم اور علامہ اقبال کی روحوں اور پانچ لاکھ کشمیریوں کی قبروں سے معافی مانگنی چاہیے۔  سردار عتیق احمد خان نے کہا کہ برما میں مسلمانوں کے قتل عام پر خاموشی معنیٰ خیز ہے‘۔انہوں نے کہا کہ اقوام متحدہ کا ادارہ برائے مہاجرین برما کے ہجرت کرنے والے متاثرین کی آبادکاری میں ان کی مدد کرے۔ یاد رہے کہ اس موقع پر مسلم کانفرنس کی مرکزی سیکرٹری بیگم مہر النسائ‘ طاہر تبسم کے علاوہ ریاستی اخبارات کے ایڈیٹروں اور سینئر صحافیوں نے کثیر تعداد میں شرکت کی۔

Attique for NAM countries role to settle Kashmir

Islamabad, Aug 10: The former prime minister of PaK and the president of Muslim Conference Sardar Attique Ahmed Khan has urged the member countries of the Non-Aligned Movement (NAM) to come forward in a big way to help resolve the long-pending Kashmir dispute to ensure stability, peace and prosperity in “highly volatile region.”
 “The NAM summit in Iran is being held at a time when the whole South Asian region is in a state of severe stress, confrontation and disorder and therefore it is high time that in view of the prevailing circumstance, the heads of state of the NAM countries should play their much needed role settle Kashmir issue”, Khan made these remarks while addressing an Iftar-dinner hosted in honour of Kashmiri journalists here.
 Khan also expressed the hope that besides other issues President Asif Ali Zardari and Indian premier Dr Manmohan Singh would also talk about Kashmir issue as well in their expected meeting in Tehran.
 Highlighting the importance of the K-resolution Khan said that the world leaders like US president Barack Obama, Wen Jia Bao of China and the Secretary General of the United Nations Ban Ki Moon, during their recent visits to India, have categorically stated that a peaceful solution of Kashmir dispute was must for peace in the region.
 Referring to political parties’ “apathy” towards Kashmir issue, Khan said, “Now that the world is talking about the resolution of Kashmir, it was astonishing to see that the ruling party and opposition have maintained criminal silence over the issue.”
 Khan who was and is a strong proponent of former president Parvaiz Musharraf’s Kashmir policy said that Musharraf dared to raise the Kashmir issue vociferously on India’s soil, whereas the rulers, today, avoid talking on Kashmir even in their own country. He said that the rulers have unfortunately let down the people of Kashmir but Pakistan nation stood along side their Kashmiri brethren through thick and thin.
 Regarding the much talked about issue of revamping of constitutional, financial and administrative arrangements between the governments of Pakistan and PaK (defined in the Act 1974), Khan said that in the backdrop of 18th constitutional amendment there was no room for over-centralization saying that devolution of power from Kashmir Council to the PaK government was a dire need of the moment. “As the process of decentralization to empower the provinces is under way in the center the government should also take appropriate steps needed to delegate powers to the PaK government as well”, he said. The MC President was of the view that meddling into the internal affairs of the government of PaK through Kashmir Council or any other ministry would prove to be counterproductive.
 Coming down heavily upon the Chudhary Majeed led PPP government in the region he said that the government has set up a new record by establishing a huge army of advisors and ministers. “In a 49-member House there are more than 94 ministers and advisors and the state resources are being plundered like alms”, he lamented.
 Khan also expressed serious concern over the massacre of Burmese Muslims and appealed the world human rights organizations take effective cognizance of the human rights abuse inflicted upon the hapless Muslim community.

Srinagar/Muzaffarabad, June 14: In a bid to remove barriers in cross LoC trade, business fraternity from both sides of Kashmir has unanimously demanded inclusion of more items in the ‘tradable items list’ approved by India and Pakistan. Traders have specifically laid stress on inclusion of cement in the list which at present includes 22 items.
Muhammad Yaseen Khan, Chairman, Kashmir Economic Alliance - an amalgam of hoteliers, traders and transporters - told Greater Kashmir that prices of cement are increasing day by day in the state and ‘we need to put lid to it.’
“We think the best solution to this problem is to import cement from Pakistan via Muzaffarabad Road. Rate of cement in Pakistan is much cheaper than in Srinagar and there are many cement manufacturing industries. We appeal to both Governments to include cement in tradable items list,” Khan said.
According to experts, the cost of best quality cement produced in Pakistan ranges from 400 to 430 Pakistani rupees per 50 KG bag in local market, equivalent to about 250 Indian rupees. Its factory rate would be 7-10% less than the retail price. “Both the governments should increase the number of items in the list, in fact government should make a ‘negative list’ according to which number of tradable items will be increased except few items included in the negative list set by both India and Pakistan. It will act as Confidence Building Measure,” Khan said.
Pakistan has a thriving cement industry and is known for producing best quality cement. There are lots of cement manufacturers in the country, however Maple Leaf, Deewan Cement, Chirat Cement, Fauji Cement, Lucky Cement, Attock Cement, DG Cement, Pioneer Cement, Portland Cement and Kohat Cement are the most popular brands and well known for their superior quality.
Current rates of cement in Pakistan are: Lucky Cement 433 Pak rupees equivalent to 253.1558 Indian rupees, Best Way Cement 431 Pak rupees equivalent to 251.9865 Indian rupees, DG Khan Cement 435 Pak rupees equivalent to 254.2791 Indian rupees, Maple Leaf Cement 435 Pak rupees equivalent to 254.2791 Indian rupees.
Dr Mubeen Shah, President, Jammu and Kashmir Joint Chamber of Commerce and Industry (JKJCCI) said: “We appeal to governments of India and Pakistan to increase the number of cross LoC tradable items.”
“Our view is that instead of having positive list of 22 items, both governments should make a negative list in which only few items will barred for trading, while other items should be included in the tradable list,” Shah said adding, “We have raised this issue with the Union Home Secretary during his recent visit.”
“Prices of cement are soaring day by day, we should hold discussion with cement manufacturers here and with their consent trade cement from Pakistan which is much cheaper than here,” he said.
Local dealers in Kashmir are also pitching hard for the inclusion of cement in the list of tradable items. “Rising prices of cement has affected common people very badly and if we can get cement from Pakistan at much cheaper rates then governments of India and Pakistan should sit together and include this item in the list of tradable items for the benefit of people in both countries. It would not only provide cement at cheaper rates in Srinagar, but also increase sales volume of Pakistani cement manufacturers,” Bashir Ahmad, a local cement dealer said.
Traders from Pakistan Administered Kashmir are also demanding that cement should be   included in the tradable items list.
Talking to Greater Kashmir, Zulfiqar Abbassi, former President of Trans-LoC Joint Chamber of Commerce and Industry, said: “Since the initiation of historic CBM, it has been traders’ foremost demand to the governments of India and Pakistan to include more goods in the list of 22 traded items to make it productive, profitable and sustainable business.”
“But unfortunately, the governments of both countries have not fulfilled the long pending demand,” he said.
“As per the agreement, no country can single-handedly make any change in the list of tradable items that have been mutually agreed upon by representatives of both the countries,” he said.
“Cement which is being exported to India from Wagah can be one of the commodities that could be exported to Kashmir valley on much cheaper rates. Rather than exporting cement to India and then to Jammu and Kashmir, I believe that it would be more convenient and cost effective if traders on this side are allowed to export cement to the buyers on the other side of LoC,” he said adding that after opening up of special trade gate at Wagha border and normalization of trade ties the Kashmiri business community is highly optimistic that steps would be taken to strengthen the trans-LoC trade.
“Besides the inclusion of more goods in the trading list we have also demanded that Kashmiris should be allowed to use Pakistan as a land route to export goods and fresh fruit to Central Asian countries,” Abbassi said adding that there are hundreds of commodities which can be traded across LoC to boost the local economy.
Expressing similar views, Khurshid Mir, member of cross-LoC traders committee, said that traders on both sides of the divide have played significant role in making this CBM a success. He, however, was of the view that limitations of trade has been one of the major irritants that has de-escalated the real potential of the trade.
“Amongst the 22 listed items, ban was imposed on essential items like Garlic, Mongi and Coconut and only a few commodities are now being traded which is one of the reasons that the volume of trade has declined as compared to last two years,” he said.
“Garments, cosmetics and food items should be added to the list of goods,” he said.
“Export of cement, if allowed, would be beneficial to both traders as well as consumers in the valley as Pakistani cement would be available on cheaper rates as compared to cement produced in other states of India,” Mir said.
